Sources Sought (SS) Announcement for Airborne Single Channel Ground and Airborne Radio Systems (SINCGARS) hardware, NSN 5895-01-349-8108 Panel, Control, Electrical-Electronic Equipment DLA-Aberdeen-26-015

DESCRIPTION The Defense Logistics Agency at Aberdeen Proofing Grounds (Maryland), on behalf of the Army Integrated Logistics Supply Center (ILSC), Supply Chain Management Directorate (SCMD), Strategic Sourcing Directorate (SSD), intends to acquire parts to sustain the SINCGARS. Requirements: This is a market survey to identify whether there are any sources of supply (manufacturers or suppliers) other than the original equipment manufacturers and the approved source(s) of Supply, have capability to supply NSN 5895-01-349-8108, P/N A3106254-1, Keyboard, Data Entry The NSN being procured are critical application, high reliability, electroluminescent panel and keyboard assemblies designed solely for use with the Airborne SINCGARS Radio Control Set C-11466A/ARC-201A(V). These systems are designed to maintain full operational capability in a nuclear environment, to include withstanding free field electromagnetic pulses. The Government does not possess a complete Level III Technical Data Package (TDP) for the manufacture of this part and only possesses a Source Control Drawing (SCD) for this part. SCD A3106254, Revision H, dated 01 October 2010, does not contain all of the detailed technical data necessary to manufacture this NSN. Additionally, only the source (S) of supply listed on the SCD are approved by U.S. Army Communications - Electronics Command (CECOM) to manufacture this NSN for use in the SINCGARS radio system, and substitute item(s) shall not be used without prior approval by U.S. Army CECOM. In other words, if the prospective supplier is not listed as an approved source on the SCD, DoD should not procure the item from that supplier. Bowmar LLC, (CAGE Code 99479) and CMC Electronics Inc. (CAGE Code 90073), are identified as the approved sources on the applicable Source Control Drawing (SCD) for this part. SCD A3106254, Revision H, dated 01 October 2010 can be released upon request. This drawing is subject to the International Traffic in Arms Regulations (ITAR). This information shall not be provided to non-U.S. persons or transferred by any means to any location outside the United States Department of State. Interested source wishing to request this drawing shall submit a request to the Government in accordance with the instructions provided with this source sought notice. Form, Fit, Function (FFF): The Government s preference is for exact parts delivered to original Form, Fit, and Function specifications. Vendors must identify whether they can supply OEM parts or exact FFF equivalents, and provide supporting technical documentation such as manufacturer part numbers, datasheets, drawings, and Certificates of Conformance. Condition and Traceability: All items must be new, unused, and in original new manufacturer packaging. Vendors must provide lot/date codes, Certificates of Conformance (C of C), and any applicable test reports. Traceability to the original manufacturer is required. Standards and Compliance: Items must meet applicable military and industry standards for ruggedized tactical communications equipment, including environmental tolerances, shock/vibration requirements, and MIL?grade connector specifications. Delivery and Logistics: Packaging must be suitable for tactical equipment transport. Minimum Order Quantities (MOQs) and unit pricing tiers should be stated. Warranty terms must be included, with options for extended coverage if available. Vendor Response Content: Interested sources that are capable of manufacturing or supplying the item specified above must submit enough information to demonstrate their capability to manufacture or supply this item. Responses must include: If the supplier was a vendor to the listed source, please submit a copy of purchasing order or a statement from listed source demonstrating that the supplier can, in fact, supply the Army with a unit that will be physically and functionally interchangeable and interoperable with the existing with the Airborne SINCGARS Radio Control Set C-11466A/ARC-201A(V). If the supplier was an approved source for this item by L3Harris Technologies, Inc., the Original Equipment Manufacturer (OEM) of the Airborne SINCGARS Radio Control Set C-11466A/ARC-201A(V), please submit a statement from the OEM demonstrating the supplier is an approved source for this item. If the prospective supplier would like to become an approved source for this item, please submit enough information to include but is not limited to the following types of documentation: drawing, test results and test procedures for this item demonstrating the prospective supplier s capability of supplying this item. The Government will evaluate the submissions. If the prospective supplier obtains approval from the Government, the prospective supplier will become an approved source for this item and will qualify to submit proposals in response to the solicitations for the future acquisitions of this item.
