THIS IS A SOURCES SOUGHT REQUEST FOR INFORMATION ONLY. 1. This Sources Sought (SS)/Request for Information (RFI) is issued solely for market research purposes to determine potential sources. All responses shall comply with the criteria established in this RFI to be considered for review. 2. Purpose: The Government is performing market research to support acquisition strategy decisions as they relate to determining if a small business set aside is appropriate as well as the best execution method. Therefore, we further invite offerors to provide a capability statement in response to this requirement as well as the information below. Prospective contractors shall be registered in the System for Award Management (SAM) prior to the award of any Federal Government contract. Contractors are encouraged to obtain further information on SAM registration at the following website: https://sam.gov/. 3. Description of Requirement: The vendor shall provide all labor, materials, tools, transportation and equipment necessary to provide on-site maintenance and repair. Responses must address the following: a. Name, address, CAGE Code, SAM UEI, and main point of contact of your company. b. Provide a capability statement to show the ability to meet requirement. c. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Reference Number is FA4497-25-SS-Printer. The 436th Contracting Squadron, Dover Air Force Base, Delaware, intends to award a sole source contract for OCE Colorwave Printer Maintenance with PoP 06 November 2025 05 November 2030. The 436th Contracting Squadron intends to make an award to CANON U.S.A., INC. (Cage: 4J871), 4100 North Fairfax Drive, Suite 200, Arlington, VA, 22203. In accordance with (IAW) FAR 5.207(c)(16)(ii), the proposed contract action is for a service for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(b)(ii). This notice of intent to award is not a request for competitive proposals; however, responsible sources may submit a capability statement, proposal or quotation that shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for determining whether to conduct a competitive procurement. Justification Rationale: IAW FAR 6.302-1(a)(2), The OCE Colorwave 700 MFP utilizes crystal point technology which was developed entirely by Oce and also uses patented toner pearls. These Toner Pearls are converted into a gel and then sprayed onto the media. Canon Solutions America purchased OCE and due to the proprietary crystal point technology, only Canon can work on Oce large format plotters. Description of Solicitation Efforts: IAW FAR 5.102(a)(2), this notice will be posted on the Government-wide Point of Entry (SAM.gov) and retained in the contract file to document the rationale for a sole source award. Description of market research: Based on market research conducted, there is only one (1) responsible source available to perform this contract.
