The Indian Health Service (IHS) Oklahoma City Area Office (OCAO) Office of Environmental Health and Engineering (OEHE) Division of Sanitation Facilities Construction (SFC) supports the IHS mission by providing engineering, technical, and financial assistance to Native tribes and Alaska Native villages for cooperative development and continued operation of safe water, wastewater, and solid waste systems and related support facilities. To further this effort in assisting Native Americans and Alaska Natives, the SFC division has an implemented program which provides water supply and wastewater treatment facilities for individual Indian homes. This effort requires SFC to complete Computer-Aided Design (CAD), map in Geographic Information Systems (GIS), and survey properties during the process of installing services for participants. The services include, but not limited to: installing wells, septic tanks and drain fields, aerobic systems, water lines, and sewer lines. OCAO SFC would like vendors to respond with capabilities to complete the CAD, GIS, and surveying capabilities. The Government is open to a full time contractor or a service on demand, but is open to innovative approaches to complete the need. Field offices served include Clinton, Okmulgee, Holton KS, Pawnee, Lawton, Shawnee, and Miami. IHS provides absolute preference under the Buy Indian Act to Indian Small Business Economic Enterprises and Indian Economic Enterprises. Vendors should present their socio-economic status and any other relevant information. Small and other than small vendors are welcome to respond. Please send responses to the CO, Shelton Bruce, shelton.bruce@ihs.gov, by May 15th, 2026. The CO will be out of office until May 6th, but will respond to questions upon return. THERE IS NO DEFINED REQUIREMENT AT THIS TIME. OKLAHOMA CITY AREA OFFICE IS DETERMING THE BEST APPROACH AND CAPABLE VENDORS.
