Summary

NAVFAC Washington seeks capability information from firms capable of designing and constructing a Secure Electromagnetic Research Facility (SERF) in Dahlgren, VA. This ground-up project will create a state-of-the-art RF test facility for evaluating Navy equipment, featuring a steel superstructure with insulated metal panel exterior, standing seam roof, and concrete floors, plus foundation and M/E/I systems meeting UFC standards. The complex includes a high-bay indoor anechoic chamber with RF shielding and absorber, RF shielded access doors, a control room, material lift, shop spaces, passageways, restrooms, and dynamic/static instrumentation walls, along with dedicated utility rooms (electrical, telecommunications, mechanical, fire pump). The design totals for a facility accommodating fewer than 10 design personnel and incorporates long-span, column-free areas, clean agent fire protection with VESDA, and RF shielding throughout the chamber. Project magnitude is indicated between $250M and $500M, with a potential for non-competitive award for certain items per FAR 6.302-1.

This is a sources-sought market research effort, not a solicitation or contract award. Firms interested in participating must submit a capability package (maximum 8 pages) including Attachment A (Contractor Information Form), Attachment B (Project Data Sheet), and a capability narrative (up to 2 pages) plus up to five examples of similar work, highlighting experience with the listed key elements. Attachments C and D provide a draft overview of specifications and identified vendors for market research purposes. Submissions are limited to 4 MB and should be sent electronically to the designated NAVFAC Washington contacts. Responses by the stated deadline will be reviewed to determine market capability and potential procurement approach; the government may use this information to shape requirements and may decide to pursue single-source or competitive actions for the listed items.
