The Naval Facilities Engineering Systems Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide Supervisory Control and Data Acquisition (SCADA) relays and devices operate on a 13.8kV system and have equal performance and listing/approval requirements to the following Schweitzer Engineering Laboratory (SEL) products. This notice seeks products that have equal performance and listing/approval requirements as the SEL products below, but are not manufactured by SEL. Fiscal Year 2025 Military Construction Project P-1181, Harden Critical Feeders on Naval Base Guam, Joint Region Marianas, Guam, requires products with the following characteristics: SEL-351S Protection Relay SEL-587Z High-Impedance Differential Relay SEL-2730M Managed 24-Port Ethernet Switch SEL-2812 Fiber-Optic Transceiver with IRIG-B SEL-751 Feeder Protection Relay SEL-787 Transformer Protection Relay SEL-735 Advanced meters, touchscreen model SEL-3555 Real-Time Automation Controller SEL-3350 Real-Time Automation Controller SEL-3620 Ethernet Security Gateway SEL-2741 OT SDN Managed Ethernet Switch SEL-2440 DPAC SEL-2488 Satellite-Synchronized Network Clock Communication Compatibility: Must communicate and have compatibility with the existing NBG electrical Utility Monitoring and Control Systems (UMCS). Cybersecurity: Must uphold the existing cybersecurity approvals and Authority to Operate (ATO). Must include advanced technologies like SEL's Operational Technology (OT) Software-Defined Networking (SDN) solution enhance situational awareness and cybersecurity. Customizable logic: Logic shall be configurable and flexible for specific applications using programmable logic equations. Software to also be intuitive with configurable settings and reporting. Warranty: Devices shall be provided with a ten-year warranty and designed for a working life of at least twenty years. Operating principle: Must be microprocessor-based. Environmental Resistance: Devices electronic components shall be conformally coated for operation in high-humidity, high-temperature, or dusty environments. This notification is for market research purposes only to identify if other potential sources of supply can meet the requirements of the Government. This is not a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources of this product. To be considered, please submit detailed technical data for the Government to conduct a comprehensive evaluation of your product to ensure compatibility with the existing system. In accordance with FAR 15.201(e), a response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague. Please do not submit company brochures.
