Summary

AI-generated · Oct 25, 2025

A market survey is being conducted to identify non-Sel sources that can supply SCADA relays and devices for a 34.5 kV system with equal performance and listing/approval to Schweitzer Engineering Laboratory (SEL) products named for FY2025 project P-1181 Harden Critical Feeders on Naval Base Guam. The required equipment includes equivalents to SEL-351 FPBC, SEL-311, SEL-411, SEL-387A, SEL-487B, SEL-2414, SEL-735, SEL-3355 RTAC with HMI, SEL-2407 GNSS clock, and SEL-ICON multiplexer. All new systems must interoperate with the GPA SCADA system per GPA spec E-028 and be 100% compatible with the existing GPA SCADA, with customizable logic via programmable equations, intuitive software, and configurable reporting. Additional requirements specify microprocessor-based operation, environmental conformal coating for high humidity/temperature/dust, a 10-year warranty and a working life of at least 20 years.

This notice is for market research only and is not a request for proposals, quotes, or an invitation for bid. Respondents should submit detailed technical data demonstrating how their product meets the performance, listing/approval, and GPA compatibility requirements for evaluation. Submissions must be complete and focus on technical data (brochures are not requested); incomplete or vague responses may be disregarded, and all information becomes government property. Provide your response to the designated point of contact by the stated deadline.
