This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Submission of any information in response to this sources sought is purely voluntary; the Government assumes no financial responsibility for any costs incurred. The purpose of this Sources Sought Notice is to conduct market research to identify parties having an interest in and the resources to support engineering sustainment and program services for sole source Honeywell part-numbered items. The proposed contract action is for engineering and program services, for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to support the objectives by responding to this notice. All responses received by the notice response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is for information and planning purposes only and does not constitute a solicitation or commitment by the Government. The contract is anticipated to be a Firm-Fixed Price Contract with yearly renewal options as needed. The objective of this acquisition is to improve acquisition readiness of complex or non-standard part-numbered items for DLA Aviation customers. This requirement is for all Sole Source Honeywell NSNs, with the following AMC Codes: 3, 4, and 5. The contractor shall provide sustainment engineering support and program services. An analysis will be performed on sole source Boeing parts to include drawing updates, part number versions, etc. Once the review is completed, the contractor shall submit long term contract pricing. The Defense Logistics Agency (DLA) Aviation intends to solicit on a sole source basis, to Honeywell International Inc., via a Letter Request for Proposal (RFP) for sustainment engineering and program management services of out of production parts. Honeywell International Inc. is the sole source OEM for the target NSNs and market research has not resulted in the identification of any other source(s) that can provide this requirement. This contract will establish a priced sustainment engineering Contract Line Item Number (CLIN). Specific tasks will include engineering reviews of each part number to assess the status of engineering drawings, data packages, and specifications. In addition, contractor support actions will be included to ensure that communication is maintained with the Government. It is contemplated that this requirement will be added to the Honeywell Supplier Capabilities Contract (SCC), contract number SPE4AX-22-D-0003. This contract action is anticipated to be Firm Fixed Price (FFP), with a 12 month Period of Performance (PoP) from the SCC modification effective date and yearly renewal options as needed. This solicitation is unrestricted using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. Therefore, a sole source letter RFP will be utilized, and solicitation will not be posted to DIBBS. Any responsible source may submit a capability statement detailing specifically how the contract requirements in the letter RFP will be met. If it is found that sources other than the OEM can meet the Government s requirements, a RFP will be posted to DIBBS at https://www.dibbs.bsm.dla.mil/RFP/. The solicitation issue date is expected to be on or around October 8, 2025.
