It is a market research tool being used to determine potential and eligible businesses capable of providing the supplies and services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. ELIGIBILITY: The Product/Service Code (PSC) most appropriate for this contract is 5865: Electronic Countermeasures, Counter countermeasures and Quick Reaction Capability Equipment, that includes and is restricted to passive and active electronic equipment, systems, and subsystems designed to prevent or reduce an enemy's effective use of radiated electromagnetic energy or designed to insure our own effective use of radiated electromagnetic energy. All interested businesses are encouraged to respond. ANTICIPATED PERIOD OF PERFORMANCE: The period of performance is anticipated to begin March 2027. ANTICIPATED CONTRACT TYPE: The contract type is anticipated to be Fixed-Price-Incentive-Firm Target. PROGRAM BACKGROUND: The AN/AAQ-24 DoN LAIRCM is an ACAT II Program that provides Aircraft Survivability Equipment (ASE) to counter surface to air weapons including Man-Portable Air Defense System (MANPADS), Anti Air Artillery (AAA), ground fire, and laser-guided threats. The system employs advanced Missile Warning sensors and directed laser energy jamming to provide warning and countermeasures to protect medium/large aircraft and aircrews. REQUIRED CAPABILITIES: Required capabilities include familiarity with the design and configuration of the AN/AAQ-24 System along with associated platform ASE requirements. Manufacturing knowledge, experience, and technical data are required to fulfill this procurement within the time required. FY27 through FY31 tasks include production and delivery of AN/AAQ-24 hardware and support equipment; engineering and technical support; and financial data reporting. Handling and use of classified information is required. Interested businesses shall demonstrate that your company currently possesses or has authorized access to the necessary technical data, or has a viable plan to obtain, generate, or otherwise secure authorized access to the necessary technical data, and that it will be maintained throughout the duration of the effort being solicited. The Government may consider less-than-full-system sources sought responses, which may be able to provide individual technology advancements in any one part of the system, e.g. advanced laser, sensor, or processor technologies. INCUMBENT: This is a follow-on requirement. The incumbent contractor is: Northrop Grumman Systems Corporation, 600 Hicks Rd, Rolling Meadows, IL 60008-1015.
