Summary

AI-generated · Aug 26, 2025

Procure 126 four-inch-high dividers and 127 six-inch-high dividers for the V&H Kardex Remstar Vertical Storage Units used to warehouse and safeguard repair parts; dividers must be non-metallic and non-static producing, add no measurable weight to the trays, have identical dimensions across all 40 cells, and must remain stationary while the automated trays move. The action is being pursued on a sole-source basis with Shell Packaging Corporation (dba Flexcon Containers) under FAR Part 13, with a firm-fixed-price contract, as the only known source meeting these requirements.

A separate sole-source award was issued to FLEXCON Containers, LLC (Shell Packaging Corporation) for 150 Inventory Tray Partitions and 150 Dividers, for a total awarded amount of $81,550, indicating continuation of the procurement with the same vendor and scope. This confirms the government’s ongoing reliance on the single-source pathway for these components.

The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Regional Directorate intends to solicit Shell Packaging Corporation (dba Flexcon Containers) on an other than full and open competitive basis using FAR Part 13 procedures for the procurement of one hundred and twenty-six (126) Flexcon four-inch-high dividers and one hundred and twenty-seven (127) Flexcon six-inch-high dividers. These dividers are being procured to complete the configuration of the new V&H Kardex Remstar Vertical Storage Units (VSUs) previously purchased by the NAVSUP Weapon Systems Support (NAVSUP WSS) Nuclear Reactors Material Office (NRMO) for the warehousing and safekeeping of those repair parts, equipment and components for which the office is responsible. The dividers required must be constructed out of a non-metallic material and non-static producing material as many of the components that are stored in the VSUs are susceptible to static discharge. The partitions and dividers cannot add any measurable weight to the VSU inventory trays as inventory tray weight is computer controlled, calculated, managed and deducted from each storage units inventory trays overall inventory capacity. The partitions and dividers must adhere to the same dimension sizing for all 40 cells available. Lastly, given that the VSU is a computer controlled automated moving inventory tray vertical tower storage system, it is imperative that nothing moves on the trays while the system is in motion. The Government intends to solicit and negotiate with Shell Packaging Corporation (dba Flexcon Containers) on a sole source basis since they are the only known source at this time with the ability to provide a divider that meets the Government s minimum requirements. A firm fixed price (FFP) contract is anticipated. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. Interested persons may identify their interest and capability to respond to this requirement. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice. Any responses to this synopsis should be sent to the attention of Thomas Carey at thomas.carey56.civ@us.navy.mil reference this notice. The applicable NAICS and size standard are 337215 and 500 respectively.
