Sole Source to EOLA Power for the replacement and installation services of three UPS units at the Navy Experimental Diving Unit, As Requested, See All Attachments. N61331-26-Q-JC17
Summary
AI-generated · Jun 17, 2026Award a firm-fixed-price purchase order to EOLA Power for the replacement and installation of three UPS units at the Navy Experimental Diving Unit (NEDU). This is a sole-source action because EOLA Power has historically supplied NEDU with UPS maintenance and is the only allowable source within the certification scope to replace these obsolete units. The replacement units will be included under the maintenance contract to ensure continuity of life-support systems during power outages, saving time and government resources.
Using another vendor could require additional system knowledge during removal and replacement and may alter parameters critical to diving systems, risking harm to life-support equipment. Therefore, no significant savings through competition are expected, and delays are not anticipated to negatively impact the requirement. Full details and the sole-source justification are in the attachments; inquiries should be directed to the designated point of contact in those attachments.
Sole Source to EOLA Power for the replacement and installation services of three UPS units at the Navy Experimental Diving Unit, As Requested in the Attachments. Description This action will award a firm fixed price purchase order, on a sole source basis, to EOLA Power, located at 8782 NW 18th Terrace, Miami, FL 33172 for the replacement of three UPS units at the Navy Experimental Diving Unit. QTY: 3 EACH Additional Details The contractor shall provide replacement and installation services to NEDU and as requested in the Sole Source Justification. Refer to All Attachment for complete details. EOLA Power is qualified and has historically supplied NEDU our UPS maintenance needs (most recently 5 year option contract N61331-26-P-0125) which are critical to ensuring our divers life support systems stay online during power outages NEDU. The replacement UPSes will be included under the maintenance contract, offering continuity and saving the government time and money. These UPS systems are written into our Scope of Certification boundary and are the only allowable systems that can replace our obsolete units. To use another company to conduct the maintenance would require additional knowledge of the system during the removal and replacement of the legacy UPS systems that EOLA Power has historically maintained. Use of another vendor may change or introduce new parameters that may be harmful to all diving systems tested and maintained at NEDU and negatively affect the electrical life support systems that are vital components of the OSF. Therefore, it is imperative that EOLA Power be used to limit the risk of NEDU personnel working within the systems that utilize the various equipment protected under these UPS systems. As such, the Government does not expect significant savings through competition and does not expect significant and unacceptable delays that will negatively impact this requirement. Therefore, it is in the Governments best interest to acquire the replacement services with EOLA Power who currently and historically provide maintenance services of EOLA Power to support the NEDU mission.
