The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Raytheon Company, 2000 East El Segundo Blvd., El Segundo, CA 90245-4501, under the authority of FAR 6.302-1(a)(2). The requirement is being solicited on a sole source basis because no source other than Raytheon currently has the requisite knowledge and expertise to satisfy the agency’s requirements. Utilizing another source would result in significant duplication of costs and schedule delays. The proposed procurement is under the North American Industry Classification System code (NAICS) 334511 – Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The anticipated ceiling maximum of the BOA is estimated to be $99,530,000. The period of performance of the BOA is expected to be five years. The primary place of performance will be at the contractor facility; however, it is possible that engineering or technical services could be performed at both CONUS and OCONUS locations. Periodic review and synopsis of the BOA Job Orders will be performed by NSWC Crane. Individual Job Orders will specify required tasks and all applicable delivery terms and conditions. It is anticipated that the proposed BOA will be issued December 2025. A formal solicitation will not be posted to the SAM.gov website. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government.
