The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to Gregory Spells located at 39425 Pocahontas DR Mechanicsville, Maryland 20659-2303 to supply and install window tints at Edwards AFB, CA. The contract will be executed by means of other than full and open competition, due to Gregory Spells being able to provide service and passing the requirement on being a SDVOSB. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The proper disposal of transformers is crucial for maintaining the operational readiness of facilities that support those systems. The 37 different types of pad-mounted transformers targeted for disposal in this acquisition provide essential electrical power distribution to a wide range of activities across various military organizations. Transformer disposal requires strict environmental compliance (especially PCBs), safe handling, accurate identification, complete documentation, and timely execution. While primarily commercial, military security, remote locations, and PCB expertise add unique aspects. PCB testing, permitting, specialized equipment, transportation, and facility capacity are critical, long-lead items impacting cost and schedule. The contract awarded from this requirement will be firm-fixed price.
