Online trade-skills education subscription is being procured to expand DoD Libraries’ training in trades such as construction, electrical, HVAC, plumbing, solar, safety, and related fields. The solution must include 3D and virtual reality simulation content, provide all-access across PC, iPad/Android tablets, and VR devices (VR headset not required for simulations), and offer custom learning paths with a dual-delivery approach across multiple devices. It should support a scaffolding approach to simulations and comprehensive content areas for the skilled-trades curriculum, including topics like commercial HVAC and appliance repair. The contract requires technical services (SSO/VR setup) and potential integrations to be scoped during performance, with an assigned customer success manager for annual program mapping, training, updates, and product announcements, plus dedicated support staff for issue resolution.

The platform must interface with all four service branches’ libraries and Military OneSource using standard authentication negotiated with the contract point of contact to ensure eligible patrons can access resources. Security requirements include TLS 1.3, HTTP Strict Transport Security (HSTS), RSA 2048-bit certificates with SHA-256, and the ability to test the platform for compliance.
