Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Stephanie Navarro) for receipt by close of business (2 p.m. local Denver time) on January 22, 2026: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business; (3) A letter from a bonding agent stating your firm s capability to bond for a single project of $5 million, and your firm s aggregate bonding capacity; and (4) Provide a list of projects of equal or greater value and of similar scope to the SD FLAP SDGFP PARKING(1) North Point Parking Lot project in which you performed asphalt parking lot construction work in natural resource sensitive areas. All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ Project Details: SD FLAP SDGFP PARKING(1) North Point Parking Lot PROJECT DESCRIPTION: The proposed scope of this project includes reconstruction of the pavement within a parking lot servicing the boat ramp in the North Point Recreation Area near Pickstown, South Dakota. The project will address deteriorated pavement and sub-base for the 98,000 square-foot parking lot on the east side of the North Bay just upstream of the Fort Randall dam on the Missouri River. The project will provide a new pavement surface for the parking area while maintaining the operational qualities of this popular summer boat launch area. SCOPE OF THE WORK: The project will consist of removal of the existing parking lot s asphalt and base to a depth of 9.5-inches and placement of a 3.5-in asphalt pavement on 6-inches of aggregate base. Subexcavation work includes removing poor subgrade soils in the area. Parking lot slopes will match existing conditions with minor adjustments made to create an American Disabilities Act compliant handicap parking stall. A concrete pad for a dumpster and signing and striping are also included in the project. The parking lot will be closed during construction activities.
