The National Aeronautics and Space Administration s (NASA) Goddard Space Flight Center (GSFC) intends to issue a contract extension to the Safety and Mission Assurance Services II (SMAS II) contract number 80GSFC17C0015 pursuant to the statutory authority for other than full and open competition under 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1 Only one responsible source and no other supplies will satisfy agency requirements. This procurement will provide a contract extension for a period of six (6) months, for the period of December 01, 2025 through May 31, 2026, to allow for the continuation of services until its follow-on competitive procurement is awarded. This contract extension will be to the existing cost-plus fixed fee, indefinite-delivery/indefinite-quantity (IDIQ) contract 80GSFC17C0015. This contract extension is necessary to allow for the continuation of services to avoid disruption of flight, ground, instrument, and launch systems. These systems directly support flight projects such as Origins, Spectral Interpretation, Resource Identification, Security-Regolith Explorer (OSIRIS-REx), the James Webb Space Telescope, and NASA collaborations with the National Oceanic and Atmospheric Administration, including the Joint Polar Satellite System-1(JPSS-1) and Geostationary Operational Environmental Satellite (GOES) program. Other supported projects include the Wide Field Infrared Survey Telescope (WFIRST), the robotic satellite servicing spacecraft Restore-L, and NASA s most advanced global ocean color and aerosol mission to date, the Plankton, Aerosol, Cloud, ocean Ecosystem (PACE) satellite. A lapse in service would incur unacceptable delays and mission risk to all current and upcoming projects. Interested parties may submit their capabilities and qualifications to perform the effort in writing to the Primary Point of Contract no later than 5:00 PM Eastern Standard time July 11, 2025. The capability statement(s) should include, but not limited to, the company name, CAGE code, address, phone number, point of contract, and any relevant qualifications. All capability statements should be 10 pages or less and submitted electronically via email. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. NASA clause 1852.215-84, Ombudsman, is applicable.
