This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 36C24426Q0124 is issued as a request for quotation (RFQ) for Grease Tank Maintenance Services. This acquisition is set aside for SDVOSB business concerns. This solicitation incorporates provisions and clauses by reference. All offerors are advised to pay careful attention to the quote submission instructions as there are very specific instructions as what is required to be provided. The contract period of performance (POP) is 02/01/2026 through 01/31/2031. Should issuance of the award occur on a different date, the performance period will be adjusted accordingly. Any award resulting from this solicitation will be issued on a Standard Form 1449. Crescenz (Philadelphia) Veterans Affairs Medical Center (CMC VAMC), located at 3900 Woodland Avenue, Philadelphia, PA 19104, has a requirement for a firm fixed price contract to provide Grease Tank Preventive Maintenance Services. The period of performance for this requirement includes a one-year base year and four one-year option periods. Please refer to Attachment C, SOW Grease Tank Maintenance, for complete details. Specific information to be included in quotes is detailed in Attachment F Contract Provisions, 52.212-2 EVALUATION COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021). Following receipt of quotes, the Government will perform a comparative evaluation of the services quoted in accordance with RFO 12.203(c)(2). The Government will compare quotes to one another to select the quote that is most advantageous to the Government. Additional information pertaining to Comparative Evaluation is below: What Comparative Evaluation is: It is a structured, qualitative, decision-making technique for determining the offer most advantageous to the Government by means of pairwise comparison of multiple (n >1) offers or quotes based on a pass/fail basis relative to predetermined evaluation factors It is an assessment of which response is the best as a whole Once one quotation/offer is found acceptable, it is compared side by side to the remaining ones, and the best one is chosen What Comparative Evaluation is not: It does not individually evaluate quote/offers against specified evaluation factors It does not assign a rating using a color, numerical, or other rating methodology Although the process is not prohibited, it does not require additional evaluation to determine if minimal advantage is worth a minimal or normal price difference It is not a low price technically acceptable (LPTA) or trade-off process Contractors may submit more than one quote; however, contractors are strongly encouraged to submit their best technical solutions and prices in response to this request for quote. All quotes must be submitted by the deadline to be considered for evaluation. The Government reserves the right to not select any quotes for award. Additionally, the Government reserves the right to cancel this solicitation at any time without making award. The Contractor is responsible for all quote preparation costs, which, under no circumstances, will be paid or otherwise provided for by the Government. Once the Government determines there is/are a contractor(s) that can provide a service that meet(s) the requirements of this request for quote, the Government reserves the right to communicate with only those contractors quoting the best-suited service to address any remaining issues. The Contracting Officer will evaluate technical capability, past performance, professional qualification and experience of key personnel, and price.. Offeror must ensure that proposal is submitted timely to ensure delivery and receipt by the due date and time identified herein. In addition to the requirements of FAR 52.212-1, Offeror SHALL: (a) Offeror shall submit a capability statement demonstrating their technical capability and ability to meet the full scope (all elements) of the statement of work. (c) Offeror shall submit no more than three similarly scoped/relevant past performance reference, including both the reference information and details of the work performance; past performance information shall be recent and relevant work. Offerors may submit more than one past performance reference; doing so further demonstrates the offeror s ability to perform the work. The Contracting Officer may also utilize all available records (e.g. PPIPRS and FAPIIS) as well. A determination of Contractor responsibility will be conducted. Clauses and Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Service Contract Labor Standards applies IAW RFO 52.222-41. Contractor shall comply with all applicable wage & hour laws and is responsible for the correct wage titles. The purpose of this Amendment is to add a site visit for prospective offerors. By way of this Amendment, a site visit has been scheduled as follows: Wednesday, January 7, 2026, 10:00 AM, ET. Offerors interested in participating in the site visit shall respond via email with the vendor's name as well as the name and email address of the person who will be attending the site visit. Responses shall include a signed copy of this Amendment and be emailed to stephanie.mcfadden@va.gov no later than 10:00AM, ET, Tuesday, December 23, 2025. Additional details for the site visit will be provided via email after that date, and prior to the scheduled site visit. The due date and time for responses to the solicitation is hereby extended from 1:00PM, ET, Tuesday, December 30, 2025, to 10:00AM, ET, Friday, January 16, 2026. The purpose of this Amendment is to update Attachment F, E.4 52.212-2 EVALUATION COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021), to remove the following evaluation factor: 3. Professional Qualification and Experience of Key Personnel Professional Qualification and Experience of Key Personnel - Offerors shall identify and provide resumes of all key personnel. Resumes submitted shall include professional registrations, certifications, licenses and/or other relevant credentials and list all state registrations if licensed in multiple jurisdictions. Key personnel are those who will be directly involved in providing the contract services will be evaluated on years of experience, project types, technical ability and other relevant qualifications that will provide the best opportunity for the successful completion of this contract. Please refer to attached, revised Attachment F. All other terms and conditions remain unchanged.
