NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office (NCO) 16, proposes to enter into a contract on the basis of other than full and open competition for the following services for the following facility: Facility Support Maintenance, Monitor and Repair Services to Include but not limited to: UTILITY METER MONITORING & CALIBRATION PRESSURE MONITORING & CALIBRATION SOLAR PANEL SYSTEM MANAGEMENT PUBLIC WIFI (WIRELESS INTERNET SYSTEM) HVAC ENERGY MANAGEMENT AUTOMATION SYSTEM SECURITY MANAGEMENT SYSTEM For the Gulf Coast Veterans Health Care Systems,400 Veterans Avenue, Biloxi, MS 39531. The authority for this action is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The estimated total cost of this contract (base year and four (4) option years) is $4,448,545.19. The North American Industry Classification System (NAICS) code is 561210 with a size standard of $47 million. The expected award date for this contract is on or about November 30, 2025. A facility support service plan/agreement is needed for the above mentioned systems located at the GCVHCS and CBOC System that is currently being used in the Engineering Department (Gulf Coast Veterans A Medical Center, Biloxi, MS). Service, maintenance, repair, software updates, and other related coverages/updates for this equipment that was part of (or was included with) the manufacturer s standard warranty is expiring. A new service plan/agreement is needed to ensure continuity of coverage so that the equipment can function at full capacity and as intended by the manufacturer. The contractor will provide an all-inclusive support contract that includes the following services for a flat monthly fee: 24/7/365 Help Desk support to address questions and problems on an immediate, real-time basis; on-site field service repair; preventive maintenance; software updates; database updates; and ongoing interface maintenance. The service plan/agreement needed is proprietary in nature to the manufacturer, Siemens. A sole source letter from the manufacturer confirms that only one source, Siemens, can provide the system and updates for Siemens APOGEE Automation System, C-Cure Access Control System, and underlying network, due to proprietary information.
