Veterans Health Affairs, Network Contracting Office 5, is issuing this request for information/sources sought notice in order to identify sources that have the resources and capabilities to provide pest management services for the Beckley Veterans Medical Center in Beckley, WV. Description of Work- The Contractor shall provide all supplies, materials, equipment, labor, supervision, management and transportation to perform integrated pest management (all tasks) as indentified herein. All work is to be performed in accordance with the guidelines established by Federal, State (www.epa.gov) and local ordinances and with the Contractor s Procedures Manual and Quality Control Manual. These services shall be performed by certified, trained and licensed pest control operators in any or all categories as required by State of West Virginia. Services shall include surveillance, trapping, pesticide application, and pest removal components. The contractor is to provide detailed, site-specific recommendations for structural and procedural modifications to aid in pest prevention. The period of the contract will be one year (1) from date of award with options to extend services for four (4) one-year option periods. Technical Requirements- All pest management applicators will be certified by the State of West Virginia in general household pests, rodents and termites. All pest control operations must conform to all Federal, State, and local governing regulations pertaining to the performance of and the use of pest control chemicals and the labeled directions. Certification shall mean a current Certificate of Competency in pest management in any and all categories as identified by the State of West Virginia. The Contractor shall comply with applicable federal, state and local regulations and guidelines and licensing of pest control operators, performance of pest control and use of approved pest control chemicals and equipment set forth by the EPA and National Pest Control Association. It is the contractor s responsibility to keep abreast and comply with changes in these regulations and codes applicable to the contract so that compliance with all current regulations and codes is maintained. Interested & Capable Responses- NCO 5 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources and capabilities necessary to provide these services. Capability statement and summary of previous experience conducting coding auditing services for VHA and other entities. Approximate cost estimate to perform the work described per year, assuming the maximum (7,000) audits are provided. Likewise, you are encouraged to suggest a CLIN structure that should be used in the future contract (e.g., unit price per inpatient audit, unit per outpatient audit). In accordance with Far Part 5.2 synopsis of proposed contract actions the Department of veterans affairs shall be posting a solicitation for pest management services NLT 9/18/2025. Market Research concluded that there were not two or more VetCert-listed SDVOSBs or VOSBs capable of performing the work and likely to submit an offer/quote at a fair and reasonable price that offers best value to the Government. Only one of the two SDVOSBs provided by the Small Business Liaison submitted a response and provided a capability statement. The market research yielded 6 small businesses that contracting believes will qualify for this service and are likely to submit a quote at fair and reasonable pricing. It is this contracting officer s recommendation that the solicitation be posted as a 100% small business set -aside.
