This is a solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR/RFO) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06. This solicitation is set-aside for Small Businesses (SBA) The associated North American Industrial Classification System (NAICS) code for this procurement is 5621111 Solid Waste Collection, with a small business size standard of $47.0 Million. The FSC/PSC is S205 Housekeeping Trash/Garbage Collection. VHA VISN 10 Southern Ohio VA Facilities (Chillicothe, Cincinnati, Columbus, and Dayton) are seeking a solid waste and recycling provider. All interested companies shall provide quotations for the following:

The purpose of this solicitation amendment is to answer questions from industry. Questions and Answers: Is the solicitation a new requirement set by the government or is this a contract currently being performed that the government is renewing. If this is a renewal, do you have the contract number associated with the old contract? This requirement currently has an incumbent performing, Hamilton Alliance. The contract number is 36C25022P0651. Are the compactors government owned or contractor provided? The only compactor that is government owned is the DAYTON Building 330 compactor per the PWS: Building No. 330: Government-owned (36) cubic yard self-contained compactor. Containers shall be emptied two (2) times a week on Tuesdays and Fridays. How many hauls are expected for CLIN 002AB and 002AC? It is listed to be priced per month, but it might make sense to change it per haul? These 2 containers must be always kept onsite and be picked up on-call. Therefore, the government feels that it needs to pay a monthly rental fee for these containers. Is it permissible to submit a proposal for select sites only, or is the vendor required to provide coverage for all sites and services under this solicitation? The submitted quotes shall be for the entire requirement i.e., All Sites. Vendors who do not provide details for all sites will not be considered. Given the limitations on subcontracting for this project, could you please clarify how a subcontractor s small business status is determined, particularly in cases where subcontractors are not registered in SAM and only prime contractors maintain SAM registration? Limitations on Subcontracting stipulate that the PRIME contractor (awardee) cannot spend more than 50% of the total contract value to a non-similarly situated entity. Which means that if a small business subcontracted to a vendor who is a large business based upon size standard of $47.0 Million they cannot subcontract more than 50% of the requirement to that vendor. If the vendor is not registered in SAM. If the SUB is not registered in SAM it is up to the PRIME to ensure that the SUB is considered similarly situated and the SUBs apparent size. The SBA determines small business sizes based on guidance in CFR 121.104. No, this requirement is an IDIQ due to the estimated quantities that are required for performance. The Contracting office will issue task orders for each station for 1 fiscal year with not to exceed quantities to the awarded vendor. Appendix A is referenced in the solicitation; however, it does not appear to be included. Could you please advise where Appendix A can be accessed or provide a copy? Appendix A as stated in the PWS was keyed in as Addendum A All references to Appendix A should reference back to the ADDENDUM A: SCHEDULES, TONNAGE ESTIMATES, AND CONTAINER FEES section of the document. Is the contractor required to perform the recycling of waste directly, or is the contractor s responsibility limited to collecting and transporting recyclable materials to an authorized recycling facility? The awarded vendor is responsible for completion of the requirement. If the awarded vendor utilizes a subcontractor for the disposal services only of any of the streams in this requirement the disposal costs will be counted against Limitations on Subcontracting. All disposals must be done in accordance with all Federal, State, Local regulations. Could you please advise on the incumbent for the above solicitation and their awarded contract number? Please see answer to question 1 above. Can VISN 10 provide historical data or estimated monthly volumes (trash and recycling) for each facility (Dayton, Chillicothe, Columbus, and Cincinnati)? The estimated yearly volume for each facility is listed in the solicitation Price-Cost_Schedule. X0001, X0005, X0009, X0013 are the estimated tonnages of solid waste and recycling for each facility. (X in the numbers above means the year. 0 (0001) = Base, 1 (1001) = OY1 etc.) Are there any regulated, medical, or special waste streams excluded from this scope that contractors should be aware of? The scope of this requirement is for solid waste and recycling streams. All regulated, medical, hazardous, or pharmaceutical waste streams shall not be included in this requirement. Will invoicing be processed through VA IPP, and what is the typical payment cycle? Please see PWS section 13, INVOICING AND PAYMENTS.

The purpose of this solicitation amendment is to extend the deadline of the requirement and answer questions from industry. Questions and Answers: As has been the VA and Federal Government contracting standard for years, solicitation packets are typically accompanied by an SF1449 which is partially populated and signed by the contractor with their submittal. We don t see an SF1449 included in the solicitation packet, but do see APPENDIX B: VENDOR ACKNOWLEDGMENT AND CONCURRENCE TABLE . Will the VA please confirm whether this form is intended to replace an SF1449, or will an SF1449 be generated? Appendix B, APPENDIX B: VENDOR ACKNOWLEDGMENT AND CONCURRENCE TABLE shall replace the SF1449 of this combined synopsis. We noticed there are several expected CLIN s missing related to Cost to Pick Up (Including Transportation) for the below locations and containers. Will the VA please review and add the relevant CLIN s to the Pricing Sheet accordingly? Chillicothe: 2 40 Yard Open Top Dumpsters Serviced On Call The CLINS for the rental fees for the 40 yard open top roll off dumpsters are X0002AB and X0002AC. The estimated number of on-call pickups are CLIN 0004AC. Cincinnati: 32 Yard Compactor Serviced 2x/Week, and 2 40 Yard Open Top Dumpsters Serviced On Call The rental fees for the compactor are X010AA and the 40 yard on call rental fees are 0010AH. Ft. Thomas: 40 Yard Open Top Dumpster Serviced 1x/Week The clin is X011AD for the haul, the clin for the rental fees is X010AF Dayton: 2 35 Yard High Construction Dumpsters Serviced On Call The clins for the rental fees for 35 yard high construction dumpster is X0014AN and X0014AP. The Haul fees are on call and x016AA. While reviewing the solicitation documents, we noted that the Past Performance Questionnaires (PPQs) were requested to be submitted by 1 January 2026 at 1:30 PM EST. A.
