This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. The Government reserves the right to make no award from this solicitation. SITE VISIT: A site visit is strongly encouraged to ensure accurate bid submissions. STATEMENT OF WORK: Summary: The Statement of Work (SOW) covers the furnishing of all necessary labor, material, equipment and supervision necessary to satisfactorily remove recycled materials, trash, and refuse waste from the VA Western Colorado Health Care System (WCHCS) at address: 2121 North Avenue, Grand Junction, CO 81501. Trash removal and recycling services shall be provided in accordance with the frequency listed in the price/cost schedule (above) and the SOW (below). However, all services completed within a given month shall be submitted for payment on one monthly invoice, in arrears. REQUIREMENTS: Contractor shall provide containers and services as listed below: One (1), eight (8) yard compactor emptied three (3x) times per week (an additional 12 pickups/hauls/jobs added in case of unanticipated increased need throughout the year, as needed). The services shall be completed on the agreed upon schedule of three (3) pickups per week on Monday, Wednesday, and Friday. A new replacement container for the compactor shall be provided by the Contractor twice per year approx.. every 6 months. The Contractor shall power wash the cement prior to the replacement of the new container for the compactor Two (2), eight (8) yarder trash bin containers emptied two times (2x) per week. One (1), 30 yard roll off dumpster emptied two times (2x) per month (an additional 6 pickups/hauls/jobs added in case of unanticipated increased need throughout the year, as needed). The facility may require unscheduled additional pickup outside of the regular schedule depending on ongoing project and facility needs. The VA COR shall coordinate with the vendor when additional, unscheduled pickups are required. Disposal fees for each haul shall be invoiced specifying how many tons are included for the haul. Based on past performance, no haul for the 30-yard dumpster is expected to exceed four (4) tons. Twelve (12), 96-gallon recycling carts, emptied one time (1x) per week for aluminum, paper, plastic, and tin. One (1), baler for cardboard cardboard bale pick-ups once every two weeks. Shall be leased to facility; NOT purchased. Installation of the baler and ongoing maintenance shall be included The cost of hauling the baled cardboard should be priced in the monthly rental fee. The vendor s monthly rate should take into consideration any additional revenue received for recycling the baled cardboard. Recycling of wooden pallets pick-ups shall be two times (2x) per month. Pallets shall not be put in the 30 yard roll off dumpster as regular waste/trash Contractor shall ensure pallets are not destroyed and are brought to a recycling facility **Additionally, the WCHCS may request additional pickups if the volume trash/recycling generated warrants additional pickups those additional pickups/hauls have been accounted for as an additional quantity in the cost/price schedule. If the Contractor anticipates they will need to exceed the total number of total hauls for the year, as much advance notice as possible (at least 30 days) should be provided to the station POC as well as the Contracting Officer. No additional hauls that exceed the annual total should be scheduled or completed without the Contractor first receiving a modification to the contract that incorporates those additional services/jobs. Disposal services shall include but are not limited to landfill fees, taxes and/or additional expenses (gas, overfill, etc.) related to the disposal of trash, garbage, and any recycling fees. Any trash or garbage scattered by the contractor on the Medical Center grounds shall be immediately recovered and removed by the Contractor. The pickup area shall be left in a clean oil-free sanitary condition. All debris dropped by the contractor shall be promptly removed by the Contractor. The Contractor shall return all containers to their proper position. The WCHCS will furnish the necessary electric power to run the hydraulic power system. The contractor shall be responsible for the maintenance and upkeep of the hydraulic power compactor. Trucks and compactors shall be maintained and in good repair so as not to leak hydraulic fluid and other oils/fluids onto the WCHCS grounds and facilities. If the WCHCS determines that the area is not being kept clean by the contractor, the WCHCS will clean the affected area and charge the cleaning to the contractor. WORKMANSHIP: Contractor shall maintain a state of cleanliness inside and outside the compactor Power washing cement prior to installation of new container for compactor 2x/year Area around the compactor and compactor itself shall be kept clean and free of excessive oil/fluids. SAFETY REQUIREMENTS: In the performance of this contract, the Contractor shall take such safety precautions as the Contracting Officer or his designee may determine to be reasonably necessary to protect the lives and health of occupants of the building and the lives and health of the contractor s personnel. The Contracting Officer or designee will notify the contractor of any noncompliance with the foregoing provision and action to be taken. The Contractor shall after receipt of such notice immediately correct the conditions to which attention has been directed. Such notice, when served on the Contractor or representative at the site of the work, shall be deemed sufficient for the purpose of aforesaid. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all or any part of the work and hold the Contractor in default. ADDENDUM to RFO 52.212-2 EVALUATION COMMERCIAL ITEMS: The Government will award a contract resulting from this solicitation to the offeror responsible whose offer conforming to the solicitation will be most advantageous to the Government considering price and other factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will use comparative analysis. The following factors will be used to evaluate offers: Factor I. Technical capability of services offered to meet the Government requirement: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government s requirements as outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation. Factor 2. Price: The Government will evaluate the price by adding the total of all line item prices. The Government may use various price analysis techniques and procedures to make a price reasonableness determination. Offers that do not meet or exceed the technical capability or quality of the item offered to the Government requirement shall not be selected regardless of price. **The Government may consider an award to other than the lowest priced quoter/offeror if it s in the best interest of the Government.** If offeror does not provide all volumes as outlined in RFO 52.212-1 Instructions, the offer may be considered non-responsive. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. These rates may be adjusted only as a result of revisions to the prevailing labor rates provided by the Secretary of Labor. Questions and Answers: The RFQ requires 2 pallet pickups per month. Can the VA provide any historical or estimated data on the average number of pallets per pickup, total annual pallets, or typical volume/weight per haul? The average pallet accumulation per week on the high end is estimated at 12 each. To note: medical, administrative, cleaning supplies, equipment deliveries, Prosthetics, etc. may change and drive the number from time to time. For the 8-yard compactor and 30-yard roll-off are the additional quantities included in the firm-fixed quote, or are they subject to separate billing/contract modification if exceeded? If exceeded, would any additional pickups be at the same unit rate?: The additional jobs (12 additional for the compactor; 6 additional for 30-yard) were added in order to provide flexibility based on the needs of the facility throughout the year. The awarded vendor should anticipate completing jobs based on the regular frequency stated in the SOW but understand that the facility will likely reach out for additional pickups throughout the year as needed. The vendor should notify the facility, in advance, if they will exceed the allotted number of pickups for the year. In that case, a modification will be discussed and can be issued for additional pickups. The modification MUST occur prior to the new additional pickups being executed. The monthly rate should consider revenue from recycled baled cardboard. Can the VA provide any historical estimates for baled cardboard volume, weight, or tons per bi-weekly pickup to help accurately factor this?: The facility doesn t have the capability for weight measurement on baled cardboard. The average is one bale every two weeks. Disposal Fee per Ton (Line 0004/1004/etc.) The line item is "Disposal Fee per Ton" with quantity 120 EA and notes approx. 4 tons per haul (up to 30 hauls/year). Should the offer quote a per-ton rate, or a flat rate per haul assuming 4 tons? If a haul exceeds 4 tons, is the overage billable at the quoted per-ton rate?: Per ton rate, as there few variables that could drive the weight during the pick-up i.e. pallet weight vs. old system furniture, weather/rain/snow could be a potential factor, etc. The quantity of 120 tons over a one-year period should be sufficient while allowing flexibility for heavier/lighter pick up. The vendor may only invoice, in arrears, for the actual amount of tons picked up during that month. A discussion between the vendor and Contracting Officer and facility should be had to determine if a modification is needed to add a higher quantity as needed. For monthly invoicing in arrears, what documentation is required for actual tons (e.g., weigh tickets) on the 30-yard roll-off disposal fees, or for any unscheduled additional pickups? All pertinent charges (i.e. weigh in ticket, etc.) should be included during monthly invoicing. The vendor is responsible for ensuring and certifying their invoice is accurate in the system when submitting their invoice each month. The invoices should be broken down into each of the line items included in that period of performance so the facility can easily verify all costs are in line with the agreed upon rates in the contract. The intention of adding 12 more jobs is to provide flexibility throughout each year since some months may need more hauls than others. If some (or none) of the additional 12 jobs are used during the year, a decrease modification to de-obligate those funds will be discussed at the end of the year. Please clarify the quantity of 120 for line item 0005 (and 1005, 2005, 3005, 4005). The quantity of 120 tons is correct. We found that the line item 0003 was for the costs associated with sending personnel and transport to and from the site as well as other fees associated. However, past performance with other vendors indicated that we also needed to take into consideration that there were added costs for the heavier hauls. Therefore, the costs directly associated per ton should be factored in as line item 0005. This structure enables the station and vendor to be flexible throughout the year based on increased and decreased need. Does line item 0004 mean another 30-yard dumpster is needed? No, line items 0004 and 0005 correspond to each other. There is only one (1) 30-yard dumpster needed but one line item (0005) is for the tons per haul and the other line item (0004) is for all other associated costs with each haul/job.

Amendment 005 to Solicitation #36C25926Q0261 (Trash Removal and Recycling Services) This amendment s purpose is to provide clarification on line item #0002 based on recent questions. Interested small businesses should note, the existing contract for trash removal services at the Grand Junction VA Medical Center facility is with Waste Management (WM) until 4/30/2026. The existing compactor is currently in good working condition. As part of the existing contract, the 8-yard compactor was fully installed at the facility at the beginning of the contract. Any small business vendors who are offering a quote with Waste Management as a subcontractor should factor in the existence of the Waste Management-owned compactor. Interested vendors, with Waste Management as a subcontractor, are not expected to provide a new compactor. **Vendors who would be providing the equipment and services themselves (or working with a subcontractor other than WM) should be sure to factor in the costs for installation (and eventual removal) of a compactor since Waste Management would need to remove the existing compactor from the facility if the contract is awarded to another vendor/subcontractor. If a vendor determines one or more line items do not have a dollar amount above zero, the line item should still be included in their quotes. Those line items should be included but the amount listed as $0.00 when appropriate. At this time, the recently updated deadline for quote packages remains 12pm MST on Friday, April 3rd, 2026.
