This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with Part 13, as supplemented with additional information included in this notice. This procurement is being conducted under Subpart 13.5 Simplified Procedures for Certain Commercial items. This announcement constitutes the only solicitation for this action. Quotes are being requested, and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04 Effective June 11, 2025.

The purpose of this amendment is to include Federal Acquisition Regulation (FAR) clause 52.223-2, Affirmative Procurement of Biobased Products Under Service and Construction Contracts, which was inadvertently omitted from the original solicitation. All other terms and conditions remain unchanged.

The purpose of this amendment is to revise the Evaluation Criteria section of the solicitation. Specifically, the reference to the use of a past performance survey as an evaluation tool has been removed. Past performance will continue to be evaluated using other available sources as stated in the solicitation. All other terms and conditions remain unchanged.

The purpose of this amendment is to: Provide responses to vendor questions received during the solicitation period. Schedule a site visit for August 6, 2025, at 10:00 AM EST at the Perry CBOC location. Extend the quotation submission deadline to August 18, 2025, at 4:00 PM EST. All other terms and conditions of the solicitation remain unchanged.
