Summary

AI-generated · Feb 19, 2026

Provide an RFIA Matrix for the End-to-End Support Test Equipment (EASTE) used to verify aircraft electronic warfare effectiveness prior to flight. The effort supports retrofitting EASTE carts with a three-channel Radio Frequency Interface (RFI) and related software upgrades, with the contractor delivering the RFIA Matrix defined by the Equipment List. Responses should address: company profile (experience with RFIA Matrix for EASTE, similar government products, and business size), capability (whether you are an authorized RFIA Matrix reseller), and proposed approach (whether a different NAICS code should be used, firm-fixed-price approach, lead time/schedule, subcontracting percentage, and a total cost estimate), plus any additional comments. Documents will be distributed only to SAM.gov-registered DoD contractors.

This is strictly for information and planning purposes, with no solicitation, contract, or payment for information at this time. No commitment has been made to procure, and a solicitation may be issued later if the Government proceeds. Interested vendors must request the documents from the designated contracting points of contact, and documents will be distributed to SAM.gov registered DoD contractors.

This Request for Information (RFI) is being issued solely for information and planning purposes and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotations (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice. In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes, the Government will not pay for any information/items submitted in response to the RFI. No determination as to the viability of this potential requirement has been made at this point and there is currently no solicitation for this effort. A. BACKGROUND This requirement supports the 402nd Software Engineering Group (402 SWEG) and the 579th Software Engineering Squadron (579 SWES) in their mission to sustain the AN/ALQ-161A system. The primary equipment involved is the End-to-End Support Test Equipment (EASTE), which is the designated system for verifying the electronic warfare (EW) effectiveness of the aircraft before flight operations. Previously, the EASTE cart was limited to a two-channel testing capability. To enhance testing fidelity, a new three-channel Radio Frequency Interface (RFI) was procured. Integrating this new RFI into the existing EASTE cart required significant modifications, including necessary software upgrades to accommodate the enhanced capabilities. The program is currently in the process of retrofitting the entire fleet of EASTE carts with this new three-channel RFI to ensure all test systems provide the same advanced capability. B. PROGRAM REQUIREMENTS The Contractor shall provide the RFIA Matrix, as defined by the Equipment List (EL). Section 1: Company Profile (please limit this section to a single page) 1. Please describe your company s general experience providing the RFIA Matrix for the End-to-End Support Test Equipment (EASTE). 2. Describe similar products offered to the Government. 3. What is your business size and type (i.e., small, woman-owned, veteran-owned, etc.) assuming NAICS code: 541519 Section 2: Capability (please limit this section to no more than two pages) 5. Is your company an authorized reseller of RFIA Matrix? Section 3: Proposed Approach (please limit this section to a single page) 7. Would you recommend a different NAICS Code than 541519? 8. This will be a firm-fixed price contract. 9. Please provide a simple outline and schedule (lead time) for this effort. 10. If subcontracting is a part of the solution, what percentage will be subcontracted? 11. Can you provide a total cost estimate for this contract? Section 4: Additional Comments/Information (please limit this section to a single page) 12. Please provide any comments/questions regarding this effort. 13. Interested vendors must request documents from the Contracting Officer, Teresa Duval, teresa.duval@us.af.mil or Contract Specialist, Jonathon VanBrunt, jonathon.vanbrunt@us.af.mil. Documents will be distributed only to SAM.gov registered DOD contactors.
