NOTICE OF INTENT TO SOLE SOURCE SYNOPSIS: Department of Transportation/Federal Highway Administration (DOT/FHWA), Central Federal Lands Highway Division (CFLHD), intends to award a sole source contract to Wildlands Restoration Volunteers under FAR Part 12, Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, and pursuant to FAR 13-106-1(b)(1)(i), Only one source reasonably available as Wildlands Restoration Volunteers is the only known source capable of meeting the Government s requirements under the North American Industry Classification System (NAICS) code 115112 Soil Preparation, Planting, and Cultivating with size standard $9.5 Million. The proposed procurement is for revegetation and planting of areas located on State Highway (SH5), Mount Blue Sky Highway. The project is located in Clear Creek County approximately 8.5 miles south of the SH103 and SH5 intersection. The Scope of Work includes containerized stock plants, harvesting seedling, propagation, and hand planting of diverse plant species native to high alpine terrain located along Mount Blue Sky Highway corridor. All transplants will be harvested within 0.5 miles of the CO Mount Blue Sky Highway Environmental Study Area. The work also includes the continued maintenance of existing erosion control devices. All revegetation areas are located outside SH5 roadway limits. All responsible sources that feel they should be considered qualified to provide the above-mentioned purchase should submit a response via email NLT 4:00PM Mountain Standard Time (MST) on July 14, 2025, to Chinh.Le@dot.gov. Information furnished shall include detailed (and relevant) documentation to allow the government to perform adequate market research and make a proper determination. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
