The Research and Development (R&D) services require any educational institution to possess essential engineering, research, and developmental capabilities, an active facility clearance, and compliance with DFARS 252.204-7019 (DoD Assessment Requirements) to deliver collaborative and innovative aviation and missile capabilities. These types of services cannot be procured in the commercial marketplace. Since the Army requires an educational institution to possess the technical competency to conduct the necessary experiments and accomplish these research and development tasks, the Army cannot compete this effort. The Army Contracting Command – Redstone Arsenal (ACC-RSA) intends to award a five-year, Indefinite Delivery – Indefinite Quantity (IDIQ), cost-reimbursable contract to Auburn University under statutory authority as implemented in FAR 6.302-3(a)(2)(ii).
