Notice to potential Offerors: In order to align with current requirements of Department of Defense Federal Acquisition Regulation Supplemental (DFARS) 201.304 and Army Federal Acquisition Regulation Supplemental (AFARS) 5101.304 there has been a change to the format of ACC-RI solicitations (and resultant contracts). This notice is to inform you of that format change and to advise you to review the entire solicitation thoroughly. 7. The Government anticipates price competition; therefore, certified cost or pricing data is not required to be submitted with the Offerors proposal. However, the Government reserves the right to request certified cost or pricing data in the event price competition does not exist. 8. A site visit may be held after award after contractor preliminary design and material list deliverable is deemed technically acceptable by MCAAP Engineering Staff. The government reserves the right to not conduct discussions. 9. DETAILED DESCRIPTION REQUIRED FOR PROPOSAL: The MCAAP Operations Management, Planning Division, Engineering Branch will validate and verify/approve the contractor's listed equipment concept proposal before award is granted. In order to meet this review requirement, the offeror shall submit as part of the proposal a detailed technical description of each item. The offeror's description submittal shall account for each one of the required product features located in the SOW. The description shall also clearly portray/describe how each item will function. Conceptual drawings that are not labeled "as built" drawings are required for submittal with the detailed description. Drawing must provide overall height, width, and length dimensions. It should depict the locations of key components. If there is a picture of the equipment or portions of the equipment, such as from a brochure, then that picture(s) should be included with the data. It is advantageous for the contractor to supply as much data as possible as the government will use this to determine technical acceptability of the proposed equipment, as related to the SOW, for production and/or purchase. Proposals shall consist of the completed RFP / Solicitation, including pricing response and FAR clauses appropriately filled-in, required certification, and required references. 10. PLEASE PROVIDE DESCRIPTION and PRICING FOR MINIMUM FOLLOWING CRITERIA related to drawing number 5166 and Sub-Line Item Numbers (SLINS). The due date for proposal submission is listed in BLOCK 8. Any AI tools utilized by the Government will be employed in a manner consistent with applicable regulations that govern the protection of proprietary and source selection sensitive information. No proposal data will be transmitted to or processed by external, non-Government systems without appropriate safeguards and authorizations in place. 12. Offerors shall electronically submit questions regarding this RFP to the Contract Specialist and Contracting Officer NLT: 10:00 AM Central Time Date: 11 August 2025 The Government is not obligated to provide answers to all questions submitted by Contractor but will consider the questions and incorporate changes into the RFP as the Government deems necessary in its sole discretion. Questions/comments shall not be marked with a restrictive legend and shall not include proprietary information. The Government is not obligated to provide responses to questions or requests for extension submitted after the cut-off date. Responses to questions will be publicly posted as amendments it is the contractors responsibility to check this question sheet for their answers.
