THE INTENT OF THIS RFI IS TO OBTAIN INFORMATION FROM INDUSTRY ON THE SUPPLY AND DELIVERY OF LIQUEFIED NATURAL GAS (LNG) TO NAVAL STATION GUANTANAMO BAY (NSGB). NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE CURRENTLY AVAILABLE. The purpose of this notice is a market research tool to obtain information from industry on how we can improve our solicitation/requirements, decrease risks to both the Government and Contractor, and increase competition for this procurement. We are looking for innovative ideas and feedback concerning our LNG requirements. The Government will use the RFI responses along with other market research to make various determinations regarding any resultant procurement. Any resulting contract is anticipated to be a firm-fixed-price requirements contract. The requirements contract will have no minimum guarantee or guaranteed quantity. The contract term is anticipated to be a five-year period. The anticipated performance start date is April 2026. The item to be acquired is the supply and delivery of LNG fuel to NSGB in support of a natural gas-powered combined cycle power plant. Annual LNG requirements are estimated at 898,506 MMBtu with an expected delivery of LNG every 14-19 days. The primary NAICS Code for this procurement is 221210 with a small business size standard of 1,150 employees. FIRMS RESPONDING TO THIS RFI ARE ADVISED THEIR RESPONSE DOES NOT ENSURE PARTICIPATION IN FUTURE SOLICITATIONS OR CONTRACT AWARDS. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
