AI-generated · Aug 24, 2025

Qualified contractors are sought to provide a Plura/Plural Component Spray Pump Operator to support epoxy coating work on the interior of an elevated water tower. The operator must be proficient with plural-component pump systems (e.g., Graco XP70 or equivalent) and capable of operating and maintaining the equipment in confined and elevated environments, adjusting mix ratios, ensuring consistent spray patterns, and performing routine maintenance and troubleshooting during epoxy coating application. This is an information-gathering request for planning purposes and does not constitute a contract or guarantee of work.

Respondents should include: a company profile; technical capability with experience operating plural-component pumps and epoxy systems for potable or industrial water; past performance references; applicable certifications (OSHA confined space entry, fall protection; NACE/SSPC coatings certifications); availability (mobilization timeframe and geographic limitations); and rough order of magnitude pricing (optional). Submissions should be sent via email to the designated DOE contact and limited to five pages.

Description: This is a Request for Information (RFI) issued solely for information and planning purposes. This notice does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quote (RFQ). This RFI does not obligate the Department of Energy (DOE) to award a contract, nor will the Government pay for any information or administrative costs incurred in response to this notice. The Department of Energy (DOE) is seeking information from qualified contractors who can provide a Plura Pump Operator to support ongoing epoxy coating work inside a water tower. The contractor would be expected to furnish a qualified technician experienced with operating and maintaining Plural Component Spray Pump Systems (e.g., Graco XP70 or equivalent) used for applying epoxy coatings in confined and elevated environments. Background: The DOE is undertaking a project to apply epoxy coatings to the interior surfaces of an elevated water tower, in order to meet operational, safety, and durability standards. Due to the technical complexity of applying two-component epoxy coatings in a controlled environment, the contractor must have expertise in operating Plura Pump systems, adjusting mix ratios, ensuring consistent spray patterns, and performing routine maintenance and troubleshooting. Requested Information: Interested vendors are encouraged to respond with the following: 1. Company Profile - Company name, address, DUNS/UEI number, and point of contact - Business size (e.g., small, large, 8(a), HUBZone, SDVOSB, etc.) 2. Technical Capability - Experience with Plural Component Pump operation (e.g., Graco XP70 or equivalent) - Familiarity with epoxy systems used in potable or industrial water infrastructure - Past performance references (project name, location, year, agency or client) 3. Certifications or Safety Requirements - OSHA training certifications (e.g., confined space entry, fall protection) - Any relevant coating or applicator certifications (e.g., NACE, SSPC) 4. Availability - Estimated mobilization timeframe - Geographic limitations, if any 5. Rough Order of Magnitude (ROM) Pricing (optional) - Labor rates or daily rates for qualified operator(s) Submission Instructions: Please submit your response via email to aghimiray@bnl.gov no later than 7/18/2025 with the subject line: RFI Response Plura Pump Operator for Water Tower Coating . Responses should be limited to no more than 5 pages in PDF or Word format.
