Request for Information (RFI) for Pepsi Cans and Bottles support for DLA Troop Support to military customers in the State of Alabama (AL) (Maxwell AFB) Dear Valued Suppliers: This is a Request for Information ( RFI ). DLA Troop Support s ( Agency ) Subsistence Produce and Market Fresh Program is interested in comments and feedback regarding the Agency s Pepsi Cans and Bottles items to the Department of Defense ( DoD Troop). There is no solicitation available at this time. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Please note that by responding to the instant Agency request, a potential offeror is not promised any future business with the Government. The sole purpose of this RFI is to conduct market research to assist the Agency in crafting an appropriate solicitation in the future. Background: The Agency intends to issue a solicitation and ultimately enter into indefinite quantity contract(s) ( IQC ) with a commercial firm(s) to supply Pepsi Cans & Bottles products to military customers located in the State of Alabama (Maxwell AFB). Acceptance of supplies awarded under this solicitation will be limited to fresh product. All products delivered under this contract must conform to the following requirements: Commercial standards should be used to maintain temperatures appropriate for the items. When proposing in response to a solicitation, failure to propose the specified quality requirement per item as identified above may render an offeror s proposal technically unacceptable. This will consist of DoD/Troop customers in the State of Alabama (Maxwell AFB). After soliciting, the Agency intends to make one award. Offerors are required to propose on all items in the Schedule of Items for Group 1. Failure to do so may result in a proposal being deemed technically unacceptable and therefore excluded from further consideration for the award. Because the Contracting Officer is not obligated to initiate negotiations, when proposing to the solicitation each offeror shall submit its most competitive proposal for Group 1. Said proposal shall be responsive to all of the Solicitation s requirements and free from any deficiencies. The proposed contract ordering period is March 15, 2026, to March 15, 2031. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the FAR part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation SPE300-26-R-X006 is issued as a request for proposal for Pepsi Cans and Bottles Products, all fully competitive, on a contract for various Department of Defense (DoD) customers in the Alabama Zone. The resultant contract will be issued as a firm-fixed price Indefinite Quantity Contract (IQC) with two pricing tiers for all items for the entire term of the contract. The contract period is expected to be from March 15, 2026, to March 15, 2031. Tier 1 will be from March 15, 2026, to September 16, 2028. Tier 2 will be from September 17, 2028, to March 15, 2031. The acquisition will be issued on an unrestricted basis. The total length of the contract will be five (5) years and contains two 30-month tier periods. The solicitation contains one group: Group 1: Alabama Troops (Maxwell AFB, AL) Offers are due No Later Than 3PM Eastern Standard Time, March 9, 2026. All responsible sources may submit proposals that will be considered by DLA Troop Support. Copies of the solicitation will be found on the DLA Internet Bid Board Systems (DIBBS) at https://www.dibbs.bsm.dla.mil and SAM.gov. If not registered on DIBBS; prospective offerors will be required to do so prior to reviewing and downloading a copy of the solicitation. Requests for Proposals are in Portable Document Format (PDF). In order to download and view these documents, prospective offerors will need the latest version of Adobe Acrobat Reader. The software is available free at http://adobe.com. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular August 26, 2025. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror s initial offer should contain the offeror s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
