DHS S&T Office of University Programs seeks comments on using a Basic Ordering Agreement (BOA) to meet DHS requirements for Centers of Excellence (COEs) in research, analysis, and technical services—both unclassified and classified—as well as DHS-specific science and engineering education and training. A BOA would be awarded to the current and future COE research lead university, renewed after five years and again at the end of its performance period, with renewals contingent on suitable COE progress in research, development, test and evaluation, education, and training. OUP will determine the need for a BOA by matching university capabilities to DHS requirements, prioritizing high-priority needs.

Phase X of the COE BOAs would cover the following thrust areas: Arctic Domain Awareness Center: Addressing Rapid Changes through Technology, Innovation, and Collaboration (ADAC-ARCTIC); Cross Border Threat Screening and Supply Chain Defense (CBTS); and the National Counterterrorism Innovation, Technology and Education Center (NCITE). The arrangement envisions work across unclassified and classified domains and includes education and training components.
