Your attention is directed to FAR Clause 52.219-14(e)(3), LIMITATIONS ON SUBCONTRACTING, which states, By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded. General Information: Remove the existing shingle roof system entirely down to the structural deck. Contractor considers up to 500 SF damaged deck. Replace only sections of roof decking that are too damaged for continued use. Sections of damaged roof decking visible from ground level shall be replaced in-kind. For damaged roof decking that cannot be seen from ground level, 3/4-inch plywood sheathing may be installed. If necessary, reinforce the existing rafters to be level and flat. Provide and install Owens-Corning Duration asphalt shingles, Driftwood system with 120 mph wind speed coverage or approved equal. Existing fascia to be remain in place. Repair and replace wood rafter tails, prime and paint (two coats). Prime and paint (two coats) all existing, exposed wood deck soffit, fascia, and rafter tails. Install new fall protection roof anchor. Repointing of the existing chimney to restore structural integrity, prevent water intrusion, and improve the aesthetic appearance. DPW-ED has a valid survey for asbestos-containing materials (ACM) and lead-based paint (LBP) for Building 2010. Procurement will be solicited as one hundred percent (100%) HUBZone.
