FA5575-25-B0012, Repair Overhead Transformer, B904 DEFINITIONS As used in this solicitation/contract, the term "Government" shall refer to the "United States Government" unless express reference to a different named government is made. 1. STEP ONE OF TWO-STEP SEALED BIDDING INSTRUCTIONS This requirement will be procured using FAR 14 and FAR 36, Sealed Bidding and Construction Contracts. The two-step sealed bidding method will be used. Offerors must follow the instructions contained herein. Offerors are cautioned that noncompliance with the instructions of this technical proposal request may result in their technical proposal being deemed ineligible for consideration. 1.2 Step One: Submission of technical proposal: Offerors shall submit only one technical proposal containing all required submission requirements to meet the evaluation criteria. The technical proposal shall NOT include prices or pricing information. The Government will review only one technical proposal per offeror. Offerors shall submit proposals that are acceptable without additional explanation or information. The Government may make a final determination regarding a proposal s acceptability solely on the basis of the proposal as submitted. The Government may proceed with the second step without requesting further information from any offeror; however, the Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable and may discuss proposals with their offerors. A notice of unacceptability or acceptability will be forwarded to the offeror upon completion of the proposal evaluation and final determination. Offerors determined to have submitted an acceptable technical proposal will receive an invitation for bids and will be expected to submit their sealed priced bids within one or two weeks. A site visit may or may not be scheduled. The exact date and time of submission and bid opening date will be notified in the Invitation for Bids. 1.3 Step Two: Submission of Sealed Priced Bids if technical proposal determined acceptable by Contracting Officer. Only those offerors that have submitted an acceptable technical proposal will proceed to Step Two and will receive an invitation for bids with instructions. 2. TECHNICAL PROPOSAL INSTRUCTIONS 2.1.1 Proposals shall be in the English language. 2.1.2. The Government is not responsible for any costs incurred or associated with preparation and submission of a technical proposal in response to this request. NO OFFEROR WILL BE COMPENSATED FOR SUBMITTING A TECHNICAL PROPOSAL. 2.1.3. Any proposal which modifies or fails to conform to the essential requirements or specifications of, the request for technical proposals shall be considered nonresponsive and categorized as unacceptable. 2.1.4. If an offeror believes the requirements in these instructions contain an error, omission, ambiguities, or are otherwise unsound, the offeror shall immediately notify the Contract Officer in writing with supporting rationale no later than seven (7) calendar days after the request for technical proposal release date. 2.1.5. Technical Proposals must be sent by e-mail to all members of the Contracting Construction Team (below) by 29 July 2025, no later than 10:00 hours local time. It is the offeror s responsibility to ensure that Contracting has received the proposal before the due date and time.
