Repair MFH Plumbing & HVAC Systems will be procured using a two-step sealed bidding process (FAR 14 and FAR 36). In Step One, submit a single technical proposal in English that demonstrates the ability to meet the requirements; no pricing information is allowed. The government will evaluate for acceptability based on the proposal as submitted, may request additional information from those reasonably susceptible of being made acceptable, and may discuss proposals with offerors. If a technical proposal is deemed acceptable, you will be invited to Step Two to submit sealed priced bids, and a site visit may be scheduled. The exact submission and bid opening dates will be provided in the Invitation for Bids.

Only offerors with an acceptable technical proposal proceed to Step Two, where sealed priced bids are required. Proposals that modify or fail to conform to the essential requirements are considered nonresponsive. If you believe the requirements contain errors, notify the Contract Officer in writing within seven calendar days of the release date. Technical proposals must be in English and submitted to the contracting team by the specified deadline; proposal costs are not reimbursed.
