*Amendment 3* This is the final amendment to this solicitation and the purpose is to clarify the certification requirement: The classification certificates are required in the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America. The classification certificates obtained by contractors IAW Spanish Ley de Contractors del Sector Pblico, provides financial and technical assurance about the company that holds them, so it is a benefit for the Government, and assures that the company is technically competent and financially liable. As stated in the solicitation, only the classification certificate holder can perform the works associated to the classificate. The oversight of classified company personnel on other companies work does not relieve from this requirement, and has shown poor results and caused safety incidents in the past. Furthermore, waivers of this requirement for subcontractors can NOT be considered. * Amendment 2* This amendment is to change the bid due date to 8 July 2025. Additionally, the questions due date has changed to 18 June 2025. No other changes have been made with this amendment. All previous terms, conditions, and changes remain in effect. * Amendment * The amendment to this IFB is to add the Justification & Approval for Other Than Full and Open Competition (J&A) to the attachments. The requested manufacturer for the generators is Cummins/Onan. For any questions or concerns, please refer to the J&A and then contact the POCs listed on this solicitation. No other changes or updates have been made to this solicitation. QUUG-25-1004 RPR APRON LIGHTING GENERATORS, Morn Air Base, Spain The magnitude of this project is between $500,000 and $1,000,000 U.S. Dollars. This is furnished for the convenience of prospective contractors. The actual extent of work requirements will be governed by the specifications and drawings. See section L for complete information regarding the referenced project. Offers will be evaluated according to the criteria in Section M, Evaluation criteria for award. A pre-proposal conference/Site Visit will be held 12 June 2025, 10:00 hours local time, in the Contracting Conference room, BLDG 106. Questions in regards to the IFB must be submitted to the Contracting Officer no later than 18 June 2025. Bids must be received by the Contracting Officer no later than 10:00 hours local time on 8 July 2025. Bids submitted by facsimile will NOT be accepted. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carryout these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (3) "The contractors must meet the requirements established by Spanish legislation for execution of government works. A breach of contract on the part of a contractor shall have the same consequences for the contractor for purposes of future contracting with the Spanish government as would occur with a breach of a contract with the Spanish public administration." and (5) "Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements". NOTE: THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12).
