The U.S. Embassy Baku intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. All construction work shall be performed outside of regular working hours and on weekends, unless otherwise authorized in writing by the Contracting Officer. Regular working hours are defined as 0 8:00 a.m. to 17:00 p.m. Monday through Friday, excluding federal holidays. The Embassy intends to conduct a pre-proposal conference at the site. The pre-proposal site visit will be held on July 21, 2025, at 11:00 Baku time at the U.S. Embassy in Baku, Azadlig avenue 111. Prospective offerors/quoters planning to attend the site visit must submit the names (First Name Surname) and phone number of their company’s representatives to Procurement Agent Elnara Gurbanova at e-mail address: gurbanovaEN@state.gov no later than July 17, 2025 18:00, Baku time. This information must be provided to ensure access to the site. No substitutes or additional persons may attend the site visit. Attendees are requested to carry their photo ID along with them. Quotations are due by July 28, 2025, 18:00 Baku time. No quotations will be accepted after this time. Quotations must be in English and incomplete quotations will not be accepted. Your quotation must be submitted electronically to only to BAKUBIDBOX@STATE.GOV. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each. Please do not compress your offers with ZIP or any other software. U.S. Embassy Baku servers will not accept them. The American Embassy Baku hereby provides the following Pre-Solicitation Notice in respect of the issuance of a Request for Proposal (RFP) for Renovation of walls and replacement of floor tiles at Post 2 of the U.S. Embassy Baku. The U.S Embassy Baku intends to issue a single Firm-Fixed-Price construction contract for the project. The Contractor is solely responsible for providing construction services necessary to meet the requirements of this contract. The Contractor shall complete the project in accordance with the technical requirements which will be provided with the solicitation. A site visit will be held at the site in August 2025. The exact date will be announced later. Companies interested in the solicitation shall express their interest by written correspondence to the attention of Procurement Agent Elnara Gurbanova at e-mail address gurbanovaen@state.gov no later than July 30, 2025 18:00 p.m. using the solicitation number 19AJ2025Q0012 in the subject line. Please do not telephone. All requests for a copy of the solicitation MUST include the Name of Firm, Name, Telephone and Email Address of Point of Contact and Complete Physical and Mailing Address of the company. Solicitation and award will be subject to the laws and regulations of the United States of America and is being competed utilizing full and open competition procedures.
