Pre-Solicitation Notice: The Government intends to solicit this requirement directly from suppliers and interested sources IAW Revolutionary FAR Overhaul (RFO) FAR 5.1 and FAR 12.201-1(c)(2) for a firm-fixed price service contract for refuse collection services for the 301 Air Force Reserve Command at Naval Air Station Forth Worth Joint Reserve Base, TX. Anticipated award date is around 1 April 2026 (subject to change). Description of Services: The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform refuse collection at Naval Air Station Joint Reserve Base, Fort Worth, TX. The contractor shall perform to the standards in the contract as well as all local, state, and federal regulations. This service includes placement, emptying, and moving of thirteen (13) dumpsters (eleven (11) - 6CY and two (2) - 30CY) on-base. PERIOD OF PERFORMANCE: 1 Base Year (beginning 1-April-2026) and 4 single year options AWARD TYPE: Firm Fixed Price Purchase Order SET-ASIDE: N/A COMPETITION: Full and Open BEST VALUE SOURCE SELECTION APPROACH: Lowest Price Technically Acceptable (LPTA) This is a Lowest-Price-Technically-Acceptable source selection conducted in accordance with (IAW) Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) Part 12 and FAR Part 15, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS). The total price of a quote will be calculated in accordance with provision FAR 52.217-5 Evaluation of Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The lowest price quote will be reviewed for Technical Acceptability first. Technical Acceptability shall be based on conformance to the Performance Work Statement. If found technically acceptable, no further reviews will be conducted. If not found acceptable, the next lowest priced quote shall be evaluated. FUNDING STATUS: This requirement is currently UNFUNDED, but funding is anticipated at time of award.
