This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotation (RFQ) under solicitation number 80LARC905745Q for delivery of 200,000lbs Virgin (unused) 1,1,1,2 Tetrafluoroethane (R-134a). R-134a shall conform to all requirements of the ARI-700 standard for new refrigerants. The provisions and clauses in the RFQ are those in effect through FAC 2025-04. This acquisition is a 100% total small business set-aside. The NAICS Code and Size Standard are 325120 and 1,200 employees respectively. The Offeror shall state in their offer their size status for this acquisition. Notice to SBA qualified Nonmanufacturers and Wholesale Suppliers: This is a Nonmanufacturer Rule (NMR) Qualifying NAICS under FAR 19.505(c). However, an active SBA waiver (reference 71 Fed. Reg. 24889) applies to this solicitation waving the NMR. Accordingly, Offerors are permitted to provide end products from manufacturers not certified as small business concerns under the NAICS. All responsible sources may submit an offer which shall be considered by the agency. Initial delivery to NASA Langley Research Center, Hampton VA is required on or around October 15, 2025, after receipt of the fully executed purchase order contract. Delivery shall be free on board (FOB) Destination. The selected Offeror shall work with the End-user Technical Representative (TR) for delivery point specifics after award. The payment terms will be NET 30. No partial payments or deliveries are acceptable (notwithstanding NASA understands this quantity of gas may require multiple bulk tank trucks). This notice constitutes an announcement of award resulting from the combined synopsis/solicitation for delivery of 200,000lbs Virgin (unused) 1,1,1,2 Tetrafluoroethane (R-134a) 80LARC905745Q prepared in accordance with FAR Subpart 12.6. Accordingly, NASA Langley Research Center has awarded a firm-fixed-price purchase order contract to Silver Bluemoon LLC on a Lowest Price Technically Acceptable (LPTA) basis as outlined in the solicitation. Under this effort the Vendor will deliver R134a refrigerant for use as a testing medium at the NASA Langley Research Center (LaRC) Transonic Dynamics Tunnel (TDT).
