This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 31140PR250000825 and is issued as a Request for Quotation (RFQ). The executed purchase order will include clauses in effect through FAC 2025-05 Effective: 08/07/2025 This acquisition is set-aside for small businesses, with a small business size standard of 750 employees. The NAICS Code is 339920 US COAST GUARD (USCG) BASE KODIAK has a requirement for: BRAND NAME SPECIFIC (Justification Attached): QTY 1 NEW 2025 HONDA BF200DXRA Outboard Engine. Vendor to prep engines to ensure proper, functional use upon delivery. QTY 1 Eleven-to-twelve-foot inflatable raft, capable of holding up to a 15hp engine. Inside length must be at least eight to nine feet, with a tube diameter of 18 -20 and weighing no more than 115 pounds. Must have the following features: 4 layer overlap seam finishing, removeable high-pressure drop stitch air floors, fold down locking oar system with 2 piece breakdown aluminum oars and oar holders, full-length rubbing strake, bow carry handle and towing D-rings, interior bow lifting D ring, removable aluminum rowing seat, bailer valve, high volume/high pressure foot pump with pressure gauge, protective pad for gas tank, soft (non-fiberglass) V-shaped transom, air keel, carry bag, maintenance kit, and rear molded lift and carry handles. QTY 3 Eight (8) horsepower, 15-inch shaft NEW HONDA BF8DK3SHA portable outboard motors with painted tiller handles. Must include three (3) 12L plastic Marine Fuel Tanks to fit the engines, complete with all fittings and required attachments. Documentation of title/ownership, proof of purchase, and any administration work will be completed by contracting company. Quote must include the cost for Documentation and Administration fees. Refurbished units are not acceptable. Items shall be delivered to USCG BASE KODIAK, SHIPPING AND RECEIVING BUILDING 23, KODIAK, AK 99619 within 30 days after award. Quotes must include shipping to this address. Vendor MUST acknowledge delivery location and delivery date requirement within their quote. FAR 52.212-1 and FAR 52.212-2 apply to this acquisition. Evaluation criteria is lowest price technically acceptable. A complete copy of FAR 52.212-3, Offeror Representations and Certifications - Commercial Products and Commercial Services, must be completed in SAM.gov at the time of quote submission.
