CVHCS seeks a courier service to handle inter-facility pickup and delivery of medical items across Richmond VAMC and clinics in Henrico, Charlottesville, Emporia, and Fredericksburg. The contractor will pick up lab specimens, medications, official mail, and other items from designated areas (lab, pharmacy, travel/office, mail room) and deliver to the specified receiving locations, using secure packaging (lab coolers, locked pharmacy totes). Work is time‑sensitive with pickups generally around 11:00 AM to 12:15 PM and return deliveries required by about 6:30 PM, with routes not fixed and pricing broken down per facility. Vehicles are passenger vans; parking is at the back loading dock and overnight parking is not allowed. Operations run Monday through Friday, with federal holidays observed as closures; the contractor must start within five days of award, may not shadow initial staff, and will receive a gate code from VA Police for access. Drivers must hold a valid license and complete training in safety and packaging for specimens (including Category A/B infectious substances); sign-in procedures vary by location; after-hours drop-offs and emergency room handoffs have specific procedures. Overtime or on‑call staffing is not required.

New information includes clarifications from site-visit Q&A and an RFQ deadline extension to June 27, 2025. The solicitation will result in a single fixed-price award; the July 7, 2025 award went to All American Express Solutions LLC for $631,250 (two other awards shown as $0). This indicates the successful bidder and the contract amount for the Richmond CVHCS courier service requirement.

The Department of Veterans Affairs, NCO 6, intends to solicit quotes for Courier Service for Central Virginia VA Healthcare System for the Richmond VA Medical Center, Richmond Virginia. The PWS will be included in the solicitation. The Request for Quotations number is 36C24625Q0784. The solicitation will result in the award of a single contract. The resulting contract will be a fixed-price contract. The applicable NAICS code is 492210 and the small business size standard is 1500 employees. This procurement is solicited as a set-aside for SDVOSB under FAR Part 13 Procedures. Telephonic requests for the solicitation will not be honored. When issued, the solicitation will be available via the Contracting Opportunities website, https://sam.gov/. The tentative solicitation issue date is June 03, 2025, and the anticipated closing date is June 13, 2025. Interested Quoters are advised to consult the actual solicitation for final dates and times. Quoters from all capable SDVOSB and responsible sources will be considered. All prospective Contractors are required to be registered in the System for Award Management (SAM) https://sam.gov/ database and should ensure that the applicable NAICS code (492210) is included in the SAM profile prior to submission of quotations. Failure to register in the database will make a Quoter ineligible for an award.
