Presolicitation Notice Page 3 of 3 The Department of Veterans Affairs intends to award a sole source award to Martin Miser Cody and Associates LLC, 14051 County Road 9, Foley, AL 36535-8318 as a PILOT in order to provide Office of Resolution Management (ORM) Equal Employment Opportunity (EEO) investigation services from complaints received within the North Atlantic District 2. The Government requires contractor support personnel to ensure that discrimination complaints are processed fairly, promptly, thoroughly, and in strict compliance with the Equal Employment Opportunity Commission (EEOC) regulations and in accordance with Public Law 105-114 (PL105-114) and Title 29 CFR Part 1614. ORM promotes a healthy working environment through prevention, resolution, and processing of workplace disputes, including complaints of discrimination. ORM foster s prevention by ensuring that managers and staff are educated on the elements of a healthy working environment. Award will be firm-fixed price for a period of 12-months to provide adequate coverage while a new five-year ordering vehicle is in planning stages. This PILOT will ensure the required investigations of discrimination complaints are completed by capable vendors in the short-term. This proposed action is for services for which the Government intends to solicit and negotiate sole source under the authority of FAR 6.302-5 entitled, Authorized or required by statute and in accordance with VAAR 819.7008 entitled, Sole source awards to certified service-disabled Veteran owned small business concerns . The applicable statute is Public Law 109- 461: Veterans Benefits, Health Care, and Information Technology Act of 2006 specifically, the Veterans First Contracting Program outlined in 38 USC 8127(c). This is a "Notice of Intent" and not a request for competitive proposals or quotes. Interested parties that feel they can provide the services may respond to the point of contact listed in this notice no later than 4:00PM Eastern on June 30, 2025. A determination by the Government not to compete proposed acquisition is wholly within the discretion of the Government. The Government will not be responsible for paying any costs incurred and/or associated with the development of any responses submitted to this notice.
