The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. The Department of Veteran Affairs, San Diego VA Health Care System located at 3350 La Jolla Village Dr, San Diego, CA 92161 to provide Storm Water Compliance Management Services In performing Storm Water Compliance Management Services, the Contractor shall maintain a Storm Water Management Plan (SWMP) in accordance with the Federal Environmental Protection Agency (EPA), Phase II Stormwater Regulations, the Clean Water Act (CWA), the National Pollutant Discharge Elimination System (NPDES), and the State Water Resources Control Board. VASDHS obtained coverage under the revised Phase II Small MS4 General Permit as a Non-Traditional Permittee on July 1, 2013. Important information: The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 561612 ($25.5 Million dollars). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the SBA-Dynamic Small Business Search (DSBS) Registry located at https://dsbs.sba.gov. All interested Offerors should submit information by e-mail to felicia.simpson@va.gov All information submissions to be marked Attn: Felicia Simpson, Contract Specialist and should be received no later than 10:00 am MST on March 5, 2026. 1. Scope The Contractor shall provide all labor, materials, reports, parts, equipment, tools, transportation, parking, and hazardous/nonhazardous waste disposal, as required to perform Storm Water Compliance Management Services at VASDHS. The Contractor shall maintain, update, and implement a comprehensive five-year Storm Water Management Plan for VASDHS. a. In addition the Contractor shall conduct post construction site survey, labeling all storm drains that require it. Update a maintenance plan for the storm drain system, including inspections, system monitoring, and corrective actions. The Contractor shall enact and apply necessary measures to correct noted deficiencies. 2. Specific Tasks 2.1. The Contractor shall conduct a site survey and review the status of VASDHS s storm water management and provide a summary of the status to the COR within thirty days from the initial contract date. 2.2. The Contractor shall label known storm drains. 2.3. The Contractor shall update, as needed, a maintenance plan for the drain system at VASDHS. 2.4. The Contractor shall conduct annual inspections of the storm drain system at VASDHS as required by the Small MS4 permit. 2.5. The Contractor shall conduct quarterly inspections, documenting and communicating noted deficiencies to ensure that VASDHS remains compliant. 2.6. The Contractor shall ensure that identified pollutants and their sources, including sources of sediment associated with construction, are identified and communicated to VASDHS to be controlled. 2.7. The Contractor shall conduct an annual Elicit Connection Detection inspection as required by the Small MS4 permit to identify non-stormwater discharges, to document to either eliminate, control, or be treated. 2.8. The Contractor shall evaluate that Best Management Practices (BMP s) are effective and result in the reduction or elimination of pollutants in stormwater discharges and authorized non-stormwater discharges from all construction sites at VASDHS. 2.9. The Contractor shall evaluate post-construction stabilization BMPs installed to reduce or eliminate pollutants are effective and properly maintained. 2.10. The Contractor shall monitor and document the storm water drainage, site grading plans, and erosion control plans as required. 2.11. The Contractor shall document all exemptions allowed to VASDHS. 2.12. The Contractor shall determine and document the Risk Level the storm water drainage. 2.14. The Contractor shall provide appropriate educational materials with information to reduce illicit discharges to the COR for distribution. 2.15. The Contractor shall provide the COR with information on reporting incidents to the appropriate authorities. 2.16. The Contractor shall provide a plan to reduce discharges from pressure washing operations and landscape irrigation. 2.17. The Contractor shall determine and document potential sources of pollution. 2.18. The Contractor shall provide the COR with nonstructural updated Best Management Practices (BMPs) and recommend structural BMPs as needs are identified. 2.19. The Contractor shall provide measurable goals for the implementation of the Storm Water Management Plan to reduce the discharge of the identified pollutants into the storm drain system and associated water ways. 2.20. Update site maps (topographical and aerial) labeling all existing storm drains, runoff areas and potentially environmental risk sources. 2.21. The Contractor shall develop procedures to assess and prioritize the MS4 storm drain system, the catch basins, pipe and pump infrastructure, above ground conveyances, receiving waterbodies within the Permittee s urbanized area and detention basins. 2.22. Contractor activities across the facility shall be coordinated with the COR and VASDHS Engineering Office, Environmental Management Services and Environmental Health and Safety Office; these activities shall create minimal to no disruption to VASDHS s routine operation.
