Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) January 15, 2026 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the Sarasota OPC 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services for the C.W. Bill Young VAMC in Bay Pines, Sarasota OPC. This requirement supports VHA's mission by providing contractor support services to help bring the hospital into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of 39-months. The C.W. Bill Young VAMC in Bay Pines has been approved for a major lease to create an expanded service opportunity for Veteran health care. This project proposes to lease approximately 109,770 NUSF replacement and expanded Outpatient Clinic in the vicinity of Sarasota, Florida, to include 750 parking spaces. The new facility would expand on care currently provided at the existing Sarasota OPC and allow for decompression of the C.W. Bill Young VAMC in Bay Pines. This lease will allow the VAMC to enhance outpatient services by closing identified gaps in our local veteran s healthcare needs. The scope includes project support for planning, activating, outfitting, and transitioning the staff and Veterans/patients associated with the project. The scope of services includes Comprehensive Project Management, Comprehensive Interior Design, FF&E, and Space Planning Support; CONOPS and Transitioning Planning; Acquisition Support Services to include package development, Activation, Delivery, Relocation and Installation, Training, and Turnover and Post Occupancy Support for the identified project. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12 and 37.
