This requirement supports VHA's mission by providing contractor support services to help bring the facility into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of (39) thirty-nine months. VHA has committed to the development of a patient-centered medical home model for enhanced outpatient primary care services for Veterans. The parent facilities, such as VA Salt Lake City Healthcare System, are working with VA Office of Real Property and other support offices to secure award of the leases to developers who want to create the site of care for VA use. VA Salt Lake City Healthcare System has been approved for a major lease to create an expanded service opportunity for Veteran health care. Salt Lake OPC this project proposes to lease a new outpatient primary care clinic in Salt Lake City, UT. This project is approximately 86,000 net usable square feet (NUSF) and 600 parking spaces. The clinic will allow an expansion to the current footprint. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.veterans.certify.sba.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about 15 August 2025. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice.
