This requirement supports VHA's mission by providing contractor support services to help bring the facility into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of a total of (46) forty-six months. In the last couple of years, Tennessee Valley Healthcare System (TVHS) has received Congressional approval to expand and improve access and healthcare services to Veterans across our catchment area. TVHS is working with Construction and Facility Management along with Office of Property Management to secure award of construction build-to-suit clinical spaces in several cities in middle Tennessee and southern Kentucky to answer this call. TVHS has received approval for procurement of clinical space in both the Nashville, TN and Clarksville, TN area. These Community Based Outpatient Clinics will offer primary, specialty, mental health, and additional services to Veterans. The Nashville clinic will be approximately 157,000 net usable square feet and the Clarksville clinic will be approximately 215,000 square feet. Both clinics will greatly improve access and services in the area. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.veterans.certify.sba.gov/ for details) AND meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on 24 July 2025 or thereafter. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be in August 2025. Solicitation initial posting date and the closing date are subject to change as necessary.
