This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. GENERAL INFORMATION The Department of Veterans Affairs (VA) San Diego Healthcare System (VASDHS) requires Stryker Equipment Leased and Preventive Maintenance Service for Endoscopy/Neurosurgery & Ortho Spine, at the VA San Diego Healthcare System (VASDHS) located at 3350 La Jolla Village Drive, San Diego, CA 92161. The Contractor shall provide all necessary and appropriate labor, certified technicians, travel, supervision, material, training, proof of licensing, documentation of required services, and permits when required to service, repair, and maintain the Stryker Leased Equipment Systems (hardware and software). 2.BACKGROUND a) The purpose of this contract is to provide Preventive Maintenance Services for Leased Equipment available for Endoscopy/Neurosurgery & Ortho Spine Procedures in the Main Operating room at the VA San Diego Healthcare System. This Equipment is necessary during Surgical Procedures for the specify Services, the Equipment allows for Endoscopic Procedure, Neuro Surgical & Orthopedic Procedures to include Visualization and recorders, Surgical Instrumentations, power tools and auxiliary and supportive equipment necessary to complete the Surgical procedures for each service mention. b) This Equipment is used in the Main Operating room for inpatient procedures, and it is necessary to perform the following types of procedures: 1. Endoscopy 2. Neurosurgery 3. Orthopedic Surgery 3. SCOPE OF WORK The contractor shall provide Stryker Leased Equipment The contractor shall provide Stryker Preventive Maintenance Services for the Leased Equipment. The contractor shall provide on-site Specialist 4. SPECIFIC TASK 1. Preventive Maintenance Inspections and Intervening Service calls a) The Contractor shall provide all labor, supplies, parts, supervision, and materials required to repair and maintain Stryker Leased Surgical Equipment and Communications equipment. The contractor shall provide a full time on call factory trained and certified field Technician to perform repairs, maintenance, and diagnostics in accordance with the original equipment manufacturer (OEM) service manuals, specification, and recommendations. b) The full-service contract shall include repair, exchange and maintenance on each unit, plus needed repairs during the term of the Leased, excluding misuse or abuse of the scope, equal or equivalent to the manufacture s preventive maintenance service coverage. The full-service contract requires repairs, maintenance, and diagnostic assessment to be conducted by no individual other than Stryker Surgical Equipment and communications trained and certified field Technician. c) The full-service contract requires Stryker Surgical Equipment and communications trained and certified field Technician on call and readily available Monday through Friday. d) The Equipment must remain in good working condition as (VA San Diego Healthcare System) VASDHS is dependent on patient results within a limited agreed upon time. All service performed shall be provided by Stryker Surgical Equipment and communications trained and certified field Technician. All preventive maintenance and repair services shall be performed in accordance with original manufacturer s specification/service manual. e) Replacement parts shall be furnished on an exchange basis at the contractor s expense and shall be a new part or reconditioned part equivalent to new. Replacement parts become the property of the contractor.
