Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) August 14, 2025 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the Beaufort OPC. 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services for the Beaufort Outpatient Clinic (OPC) Activation. This requirement supports VHA's mission by providing contractor support services to help bring the facility into full planned operations that will provide health care services to Veterans. This will be a firm-fixed price contract with an estimated Period of Performance of (37) thirty-seven months. In Fiscal Year 2018, the United States Congress approved numerous major leases for the Department of Veterans Affairs to enhance services for Veterans. The parent facilities, such as VA Charleston, South Carolina, are working with VA Office of Real Property and other support offices to secure award of the leases to developers who want to create the site of care for VA use.VA Charleston, South Carolina Healthcare System has been approved for a major lease to create an expanded service opportunity for Veteran health care. Beaufort, South Carolina OPC this project proposes to lease a new outpatient clinic in Beaufort SC. This project is approximately 60,615 net usable square feet (NUSF) and 450 parking spaces. The clinic will allow an expansion to the current footprint as well as added new services. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.veterans.certify.sba.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on 18 August 2025 or thereafter. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice.
