The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO) 16 is seeking sources for the following procurement: Central Arkansas Veterans Healthcare System Reference Lab Testing; Contractor shall provide reference laboratory services to the Pathology and Laboratory Medicine Service (PLMS) of the Central Arkansas Veterans Healthcare System (CAVHS), Department of Veterans Affairs Medical Center, located at 4300 West 7th Street, Little Rock, AR 72205.. Purpose and Objectives The Central Arkansas Veterans Healthcare System requires contractors to provide reference laboratory testing service in accordance with the attached Draft Statement of Work (SOW). Contractors shall provide all reference laboratory testing services listed in the Draft SOW, in accordance with all applicable federal, state and local regulations, laws, and ordinances, and in accordance with the specifications outlined below for a limited range of referral laboratory services, to include patient testing and courier services, for the Central Arkansas Veterans Healthcare System (CAVHS), Pathology and Laboratory Medicine Service (PLMS) in Little Rock, Arkansas. Services shall include the performance of analytical testing as defined by the Contractor's reference test manual, and the reporting of analytical test results and consultative services as required to assimilate the scope of its laboratory operations to CAVHS. This is the only information available at this time. All requirements and provisions defined in the specifications of this statement of work will apply to any laboratory, i.e., branch, division, sub-Reference Laboratory, etc. performing reference testing on behalf of the Reference Laboratory. A capability statement that provides detailed information for one or more reference contracts that demonstrates the Contractor s experience providing reference lab testing services where the Contractor collects testing specimens from a healthcare facility, transports the specimens to a remote laboratory location, performs testing on the specimens, and returns test results to the healthcare facility. The information provided in a response to this notice may be used in developing an acquisition approach. Interested parties are responsible for adequately marking any proprietary or competitive sensitive information that is provided in a response. GENERAL STATEMENTS OF CAPABILITY ARE NOT ACCEPTABLE. The Contractor must provide the following information for each reference contract that the Contractor identifies as evidence of the Contractor s capability to perform the work required by this procurement: the legal name of entity with whom the Contractor held the contract. the contract numbers. a description providing details of the specific tasks the Contractor performed under that contract. the dates during which the Contractor performed the contract. the name, phone number, and email address of a person at the entity with whom the Contractor held the contract who can verify the information the Contractor provides regarding this reference contract. If a Contractor offers to demonstrate experience performing reference lab testing services through the proposed use of subcontractors, the Contractor must identify the legal name of each subcontractor that the Contractor proposes to use and provide all of the information required above for one or more reference contracts performed by each subcontractor that the Contractor intends to use. The statutory authority for this sole source procurement is prescribed by FAR 13.501(a). The Department of Veterans Affairs, NCO 16, in accordance with FAR 6.302.1 (only one responsible source and no other supplies or services will satisfy agency requirements) intends to negotiate on a sole source basis with MAYO CLINIC LABORATORIES of Rochester, Minnesota for the service of Reference Laboratory Specialized Testing. Background: The requirement is to procure Reference Laboratory Services on an as needed basis for the Laboratory Department at the Central Arkansas Veterans Healthcare System (CAVHS). A reference laboratory can be defined as a laboratory typically privately owned - that performs quality and cost-effective high-volume and esoteric testing of biological samples for physicians, hospitals, and other laboratories; alternate names include referral or diagnostic laboratory. As a College of American Pathologist (CAP) and Joint Commission on Accreditation of Healthcare Organizations (JHACO) requirement, all reference laboratories must be certified.
