The student has an autism spectrum disorder and requires highly specialized services to address the social, emotional, behavioral, and mental health needs as outlined in the IEP. Due to a lack of specialized personnel, including a Behaviorist and a certified Autism Specialist, BIE is unable to meet these needs. The select vendor has qualified and trained personnel capable of providing highly specialized services. These services include individualized instruction and programming for students who require additional behavioral and emotional support to achieve their IEP goals. Furthermore, the school location is ideal. It is located 10-15 minutes from St. Stephens Wyoming. This proximity allows the student to remain within their local school district and return home each evening and on weekends. Failure to provide these specialized services will place BIE in violation of Individuals with Disabilities Education Act. Due to the specialized nature of this requirement a competitive solicitation will not be issued. Technical questions will not be answered for this requirement being this is not a request for quote nor proposal and the government is not accepting quotes nor proposals in response to this notice.
