*URGENT* PTAG Intent to Sole Source Leased Parking for USPTO Alexandria Campus PTAG Part 6.1.1 Synopsis Intent to Sole Source For this procurement, the USPTO is exempt from the Competition in Contracting Act (CICA) as the subject requirement is being procured using the Alternative Competition Method in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act 35 U.S.C. 2(b)(4)(A). The full text is located here: https://federalregister.gov/a/2013-24316 The United States Patent and Trademark Office (USPTO), Office of Administrative Services (OAS), has an URGENT requirement to lease additional parking spaces in the immediate vicinity (within 750 feet) of the USPTO Alexandria Campus at 600 Dulany Street, Alexandria, VA 22314 We have identified NP 115 LLC, 11 Dupont CIR NW FL 9, Washington, DC 20036; SAM UEI: LLM1NEN962E6 as the sole contractor and operator of the parking facility at 2034 Eisenhower Ave, Alexandria, VA 22314 that can provide these spaces immediately. Specifically, the USPTO urgently needs to lease approximately 250 additional parking spaces by October 1st to implement the recently approved Department of Commerce plan created in furtherance of the Presidential Memo Return to In-Person Work and EO 14343 "Further exclusions from the federal labor-management relations program" which requires hundreds of USPTO employees to return to offices located at the Alexandria Campus in the first week of October. The USPTO has existing arrangements with other parking facilities near or connected to the campus. They will be at capacity shortly. The sole parking facility within 750 feet of the USPTO campus (directly across the street) with the required number of additional spaces, that can be provided immediately, and at a cost determined to be reasonable (as a result of market research) is the facility at 2034 Eisenhower Ave. operated by NP 115 LLC. As a result, per PTAG 6.1.1 (d) the USPTO intends to negotiate and award a firm fixed lease contract with NP 115 LLC to meet this URGENT requirement. A sole source justification based on FAR 6.302-2 Unusual and compelling urgency will be posted within 14 days of award. This notice of intent is not a request for competitive proposals nor will a solicitation be issued to the public.
