November 14, 2025 PROJECT UPDATE: SOLICITATION #W912DQ24R4013 now W912DQ26RA030, REPLACE BED TOWER, CLINICAL EXPANSION & PARKING GARAGE, JOHN COCHRAN DIVISION, ST. LOUIS, MO (John J. Cochran Veteran s Hospital) Good morning contractors. In our March 2024, update, we shared the project status and our decision to delay issuing the Request for Proposal due to lack of funding in FY24. We are pleased to announce that the FY26 MILCON-VA Appropriation has now been passed, and full funding has been provided for the project. Preparations are underway to move forward with this acquisition. Our current schedule indicates issuing a draft solicitation in March/April 2026, where we will solicit feedback and hold face to face meetings. We will continue to provide iterative updates on any schedule changes or as information becomes available to communicate a reliable timeline on the solicitation of the IDaC contract and avoid unnecessary requests for information. The earliest we anticipate the solicitation being advertised is September 2026. The project s Market Research, Sources Sought, and Labor Market Survey (PLA information) needs to be updated. Requests for industry feedback and information will be posted soon on SAM.gov. Your feedback and updated responses are appreciated. The content of your response will be used in the updated acquisition plan and solicitation. USACE will continue to compete and award contracts for the early services and smaller construction features.
