Provide feedback on the potential use of Project Labor Agreements (PLAs) for large-scale federal construction projects (> $35 million) at multiple U.S. locations. This is a market survey, not a solicitation, and no proposals, bids, or specifications will be released now. The inquiry focuses on whether requiring a PLA would promote economy and efficiency on future design/bid-build or design/build projects, with project scopes and sizes to be determined and performance expected over roughly 18–48 months.

Respondents should complete Attachment 1 for each applicable project/location, using the dropdown questions and adding any supporting details in the comment field. The government may follow up for clarification, and responses are to be sent to the listed contacts. The information gathered will inform current and future projects in the specified areas over the next 18 months.
